Many of these windows have been screwed shut. Would we need to remvoe the screws and make the windows operational, or would it be possible to to remove the lock and keep them screwed shut? Answer: If you remove the original hardware and screw the glass panels shut - are they windows? This glass lite window that is part of this door frame would only be a window because of the existing hardware - once that hardware has been removed, the item would then become essentially part of the door and would no longer be a window. I know that is a wildly confusing answer. In short, 1) its not blocked egress, as the glass lite is not egress-able and there are other points of egress in the common hallways, 2) if you remove the hardware (and fill in the holes and paint over the areas affected) and fix the panel shut, it would not be a deficiency, and 3) there is no requirement to have a functional glass lite on a door, and 4) if you dont remove the harware, you need to make the window work.
