while i applaud this initiative, the act of littering takes places in about 1 second... 2 at max! there is very little chance of being able to capture the act itself on camera. you can probably take a pic of the culprit, and maybe the garbage on the floor, but how useful will that be? id like to see EMA implement honourary litter wardens, or even honourary environmental wardens, so everyday citizens like myself who see acts against the environment can approach these people with some sort of legal support behind them.
