#zanu Angela Chimbetu laid to rest Nkala funeral service slated for ZITF grounds tomorrow MPs’ performance appraisal on cards August 27, 2013 Top Stories Farirai Machivenyika Senior Reporter ZANU-PF has introduced a performance appraisal system for its legislators in the Eighth Parliament that will compel them to submit quarterly reports of their performance to the party to ensure the revolutionary party fulfils its promises to the electorate.Zanu-PF national chairman Cde Simon Khaya Moyo yesterday said the party’s presidium did not disappoint as well as letting go the mandate it received from the people. “The presidium is of the view that this massive mandate given to the President and Zanu-PF in the recently held harmonised elections must never be betrayed. It is therefore going to be necessary that every elected MP remains accountable to the people who gave us this massive mandate. “It is therefore going to be incumbent on each MP to remain a Member of Parliament and not a missing person and this calls on MPs to stay with the people who elected them, to listen to their grievances and ensure that their expectations as regards service delivery are not compromised. We may therefore have to call upon each MP to present a quarterly report of their performance in every constituency and such performance must be measurable,” he said. Cde Khaya Moyo said inspection teams from the party would be set up to verify the authenticity of the reports submitted by the MPs. President Mugabe trounced his rivals in the presidential election after garnering 61,09 percent of the votes with his nearest challenger Mr Morgan Tsvangirai managing 33,94 percent while in the National Assembly Zanu-PF won 160 seats to the MDC-T’s 49 while the other seat was won by an independent candidate. Cde Khaya Moyo said there were a number of challenges that were being faced by the people and it was important that the elected representatives get down to work. “There are many challenges facing our people throughout the country as regards the provision of clean water, rural electrification, upgrading of various infrastructure including roads, construction of dams, resuscitation of irrigation schemes, renovation of schools and health facilities and many others which need our attention. “It will therefore be necessary that we remind each other that Government is a product of the party and the latter must lead in matters of development while Government will have to play its major role in all spheres of development particularly as regards finances and other necessities,” he said. Cde Khaya Moyo said the electorate would judge them on how the party implemented promises made in its manifesto. “It will be hard work from everyone at every level to ensure that the provisions entailed in our party manifesto are implemented. The theme, ‘Indigenise, Empower, Develop and Create Employment’ should never be a slogan it must be reality and be felt in every home. The honeymoon shall soon be over and the earnest work should begin,” he said. “It is important that we keep it in mind that from the people we come and to the people we must go.” In its election manifesto Zanu-PF said it intends to release close to US$7,3 billion into the hands of indigenous Zimbabweans through indigenisation of over 1 138 foreign owned firms while a further US$1, 8 billion will be realised from the idle value of empowerment assets unlocked from parastatals, mineral rights and claims. In his inauguration speech President Mugabe outlined a pro-people agenda for the coming Government that will address among other things conditions of service for civil servants, rehabilitation of industries, employment creation through indigenisation and infrastructure development.
