وأما من يقف من الناس مع الطواغيت ويثبتوهم في الحكم أو يرشحوهم للحكم، فمن وقف مع حاكم لتثبيته أو ترشيحه للحكم - وهو يعلم أنه لن يحكم بشرع الله، وأنه سيطبق القوانين الوضعية، وذلك من أجل مصلحة دنيويه أو هوى أو شهوة نفس - فإنه يخرج من ملة الإسلام ولا يعامل كمعاملة المسلمين. إن كثيرا من الشعب الباكستاني الذين وقفوا مع بينظير جهلة لا يعلمون، فهم معذورون بجهلهم، ولكن العلماء لا يعذرون أبدا، وكل من وقف مع بينظير أو أيدها وهو يعلم أنها لن تحكم بشرع الله، وأنها ستحكم بقوانين وضعية فهو كافر خارج من دين الله، ولو كانوا علماء، لأنهم وقفوا لهوى أو لمصلحة أو لدنيا وهم يعلمون "And as for those people who stand by the tawaghit, keeping them in power, or nominating(voting) them for rule - then whoever stands by or nominates the ruler - while knowing that he will not rule by the Law of Allah, and that he will implement man-made laws, and they do this out of a worldly interest or desire, then he is expelled from the religion of Islam, and is not treated as one of the Muslims. Many of the Pakistani people who stood by Benazir (Bhutto) are ignorant and do not know, and are excused due to their ignorance. But, the scholars are never excused, and whoever stood by Benazir, or helped her, while knowing that she will not rule by the Law of Allah, and that she will seek judgement from man-made laws, then he is a disbeliever, out of the fold of religion of Allah
