കസ്തൂരി രംഗന്‍ നിര്‍ദ്ദേശങ്ങളില്‍ ആരേയും കുടിയിറക്കണമെന്ന് പറയുന്നില്ലെന്ന് കേരളത്തിന്റെ മുഖ്യമന്ത്രി ആദ്യമായി വാതുറന്ന് പറഞ്ഞത് രണ്ട് ദിവസം മുമ്പാണ്്(അ്‌പ്പോഴേക്കും മലയോരത്ത് തീപടര്‍ന്നിരുന്നു). അതുവരെ അങ്ങനെയൊന്ന് പറയാന്‍ വിശുദ്ധനായ ആ കുഞ്ഞാട് തയ്യാറാവാതിരുന്നതില്‍ ദുരൂഹതയുണ്ട്. സഭയും യുഡി എഫും എല്‍ ഡി എഫും മടമുതലാളിമാരും ഇടുക്കിയിലെ വനംകൊള്ളക്കാരും മാണിസാറുമാരും (അതൊരു എന്‍ഡേമിക് സ്പീഷീസായി പ്രഖ്യാപിക്കേണ്ട ഇനമാണല്ലോ) ഒറ്റക്കെട്ടായി നിന്നെതിര്‍ക്കാന്‍ തുടങ്ങിയിട്ട് മാസങ്ങളായിട്ടും കേരള മുഖ്യമന്ത്രിക്ക് ഇങ്ങനെയൊന്ന് പറയാന്‍ കാലമിത്രയുമെടുത്തത് എന്തിനായിരുന്നു. അദ്ദേഹത്തിന്റെയും (മറ്റ് രാഷ്ട്രീയപ്പാര്‍ട്ടികളുടെയും സഭാമുതലാളിമാരുടേയും) നിലപാടുകളില്‍ ഒരു ക്രിമിനല്‍ ഗൂഢോദ്ദേശ്യം ഉണ്ട് എന്ന് പറയാതിരിക്കാനാവില്ല. സംസ്ഥാനത്ത് കലാപം സൃഷ്ടിച്ചതിന് പിന്നില്‍ മുഖ്യമന്ത്രിയടക്കം കുറ്റവാളിയാണ്. പ്രത്യേകിച്ചും കസ്തൂരി രംഗന്‍ റിപ്പോര്‍ട്ടിന്റെ ആമുഖത്തില്‍ തന്നെ മുഖ്യമന്ത്രിമാരുമായി ചര്‍ച്ചനടത്തി അഭിപ്രായം സ്വരൂപിച്ചിരുന്നു എന്ന് വ്യക്തമായി രേഖപ്പെടുത്തിയിരിക്കുന്നതുകൊണ്ട്. The HLWG(Read Kasturirangan panel) had contacted the Governments of the 6 States of Western Ghats to seek their specific views on the various recommendations made in the WGEEP (Gadgil committee) report and their implications. The States not only responded to these enquiries with quality analytical inputs but also in most of the cases facilitated meetings of the working Group with the concerned State Government officials who made excellent presentations besides insightful discussions. Further, the HLWG had the privilege of meeting with Chief Ministers of Maharashtra, Goa and Kerala along with their Cabinet colleagues and elected representatives (MPs and MLAs belonging to different parties). This aspect of interaction with the State Governments, their elected representatives, functionaries and officials, provided the most valuable inputs for the Working Group to draft its recommendations.
