MHAA seeks to recruit 1 AEI Officer, 1 M&E Officer, 1 Finance Officer, 4 Project Officers, 4 Admin and Finance Assistant, 18 Community Facilitators. Post Title : AEI Officer (1 position) Duty Station : Head Office, Yangon Report To :Project Manager TOR – AEI Officer Under the Supervision of Project Manager, the incumbent will perform the following duties: • Raise awareness amongst stakeholders and advocate for Accountability consents and supports (ways to spread a message e.g., distributing leaflets, face to face meetings with influential community representatives and key stakeholders, speaking up at coordination meetings in project areas etc.,) • Make partnership and empower staff, THC/VHC and SHG members for their active participation in accountability process • Learn accountability practices, train staff and volunteers and establish community feedback mechanisms in place at project area and open accessible channels • Handle the valid issues raised from target groups through the feedback mechanism • Bring the voices of beneficiaries or target groups to township level planning and coordination meetings • Hold meeting with TMOs and relevant authority for coordination and collaboration based upon issues • Submission of community feedback mechanism report to 3 MDG six monthly • Training on social inclusiveness in health sector to prevent stigma and discrimination • Survey on women, leadership and decision making in health sector • Support the analysis of data to better understand Gender and Health issues • Annual workshop-presentation of report on the mainstreaming of EI in the 3MDG program and FMO QUALIFICATIONS REQUIRED: Knowledge and skills:University Degree preferably in Community Health, Social Science, Business Administration, Human Resources, Accountability or other related fields;Specialist in Accountability, Gender Equity and Social Inclusion would be an asset; Good interpersonal and communication skills; Team spirit and cultural sensitivity; Proficiency in using Microsoft Office applications; Prior knowledge on Planning on workshop and training curriculum is more preferable; knowledge on research methodology and using PRA tools Experience: A minimum of three years of progressively responsible work experience in the related field; Language: Very good knowledge of written and spoken English and Myanmar. Knowledge of any local dialects of the operational area will be an advantage. Post Title : M&E Officer (1 position) Duty Station : Head Office, Yangon Report To : Project Manager TOR – M&E Officer Under the supervision of the Project Manager, the incumbent shall support and assist the Project Manager be the focal point for all administrative, human resources and data management. The incumbent shall perform in particular the following duties: • Assist in the development and implementation of protocols, tools and techniques of M&E related activities • Responsible for data maintenance and updating database in timely basis. • Compile data summary reports and sharing finding reports, presentations, as needed. • Performing programmatic and participatory monitoring for project activities and their services provided by MHAA, including field visit to project sites as needed. • Assist technical inputs for M&E related training and coordination meeting. • Review, analyze and coordinate project results, compare with project objectives, expected results and all related indicators required for program improvement. • Liaise with field teams and Program Management Unit (PMU), for managing and secure all data collected in the field and reviewing data for consistency and completeness. • Represent as focal person for M&E related dealing with stakeholders. • Partner with other agencies to ensure program integrity and to conduct quality assurance, data quality assessment activities through data abstraction from health record. • Assist in program-specific surveys and analyze the results related to the assessment as need. • Assist in evaluation of particular program of projects such as: evidence based interventions, monthly summary reports, and partner services. • Work closely with other colleagues on the team as necessary. • Perform other related duties assigned by Program Management Unit. QUALIFICATIONS REQUIRED: Health Assistant Certificate or B.Comm.H degree holder Knowledge of spoken and written English Advanced level qualification in computer science and ability to use computer program such as Microsoft Word, Excel, Power Point, Access and SPSS, etc Basic skills in administration, finance procedures and Previous experience on social activities Good healthy and organization skills Considerable knowledge and experiences of planning, implementation and related field experiences Public Health Knowledge and Termson Health program Flexibility - ability to work with multi-disciplinary and multi-cultural people, open-minded, good communication skills, ability to listen, diplomacy Good interpersonal communication skills Adhere to Myanmar Health Assistant Association (MHAA) Policy Post Title : Finance Officer (1 position) Duty Station : Head Office, Yangon Report To : Project Manager TOR –Finance Officer He/ She will manage for the project and representative of the project on behalf of the MHAA. The scope of work of the Finance Officer will include but not limited to the following; • Ensure that all operational and grant payments related to the TB project are paid on time, by processing of all cash and bank transactions and wire transfer payments. • Maintain suitable management information system to allow for recording and reporting system. • Ensure the financial transactions are properly authorized, recorded, have adequate supporting documentation and can be easily extracted for the purpose of preparing financial statements. • Prepare and submit timely and reliable financial reports. • Follow up the cash disbursement, remittance and advance return. • Finance Assistant in monitoring expenditure in line with budget and in line with coordination with the field operations and support offices. • Review attendance, leave and salary request for project staffs. • Quarterly and monthly cash flow statements, budget analysis report and Bank reconciliation statements. • Annual accounts statements ready for audit. • Follow up the HR procedure and providing contract extension and termination. • Other financial reports as may be required by the Finance Coordinator and MHAA –PMU. • Have good knowledge in operating computer (Word, Excel, Power Point and other Accounting software). • Maintain all the financial documents in confidential expect for reporting. • Have good cooperation with other project staffs including volunteers. • Perform other duties as assigned. QUALIFICATIONS REQUIRED: University degree and relevant combination of academic qualification. (Bachelordegree in commerce, or economics or management is preferred). At least two years of working experience in financial field, in preference with anINGO/ UN-agency; experience of data entry work. Good knowledge with the UNOPS-GF financial processes and proceduresis preferred. Matured, good communication skill, interpersonal management. Respect to Myanmar Health Assistant Association (MHAA) Policy Post Title : Field Project Officer (4 positions) Duty Station : Shwebo, Chaung U, Thanatpin and Kyauktaw townships Report To : Project Manager TOR – Project Officer He/ She will manage for the project and representative of the project on behalf of the MHAA. Summary of responsibilities for Project Officer is; • Assist the Project Manager in design and implement MHAA Stop TB, Boost ACF project for proper implementation of activities. • Assist in preparing staff training for Training Media and curriculum. • Assist in coordination in township Health staffs, community and Authority. • Manage the Township Community Facilitator for proper implementation, supervising the volunteers and Admin & Finance Staff. • Submit updates, mission plans and reports in a timely manner to the Project Manager. • Review quarterly programmatic reports from Community Facilitators in relation to project indicators. • Participate in leading role within his responsible townships in social mobilization and organization. • Collect community voices, issues, needs and success stories to suggest and facilitation done by Project Manager to MHAA for future plan. • Prepare his own work plan, supervise the Community Facilitator work plan and to do assessment on the planned activities. • Assist and participate in preparing Reviews and Evaluation meetings. • Undertaking any necessary actions required for TB control activities under the project frame • Perform other duties as assigned. QUALIFICATIONS REQUIRED: Health Assistant Certificate or B.Comm.H degree holder Experiences: 2 years experiences or more in design and/or implementation of TB Prevention and Control program, Communicable Diseases control program and health education activities. Experiences in planning and implementing organization of health volunteers training and facilitation of voluntary. Health services for community will be an asset. Experiences in designing primary health care, computer skill and disease control activities will be an access. Good level of English, both written and spoken. Ability to work under pressure and in a physically challenging environment is desirable. Post Title : Admin and Finance Assistant (4 positions) Duty Station : Shwe Bo, Chaung U, Thanatpin and Kyauktaw townships Report To : Project Officer TOR – Admin and Finance Assistant Under the overall supervision by the Project Officer & Finance Officer The Incumbent shall support and assist the Project Manager & Finance Officer and be the focal point for all administrative, finance, human resources, data management and logistic matters. The incumbent shall perform in particular the following duties: • Maintain Office Cash flow and monthly report for financial matters and project expenditure statement. • Prepare cash forecast for project and operations in monthly basis. • Accept invoices after goods received and check criteria for payable of invoices. • Prepare UNOPS payment requests in line with financial authorization. • Maintain documentation of expenditure, vouchers and related financial records in proper filing system. • Coordinate with Township Office and other project staffs in order to provide necessary project support services required • Assist in delivery of procured items to the implementation sites. • Update and control inventory list. • Support teams arranging transportation of goods and services. • Ensure support to team’s needs with smooth office automation. • Manage timely payment of administrative bills like electricity bills, phone bills, etc. • Prepare attendance, leave and salary request for project staffs. • Responsible for procurement process for quotation and purchasing for local purchase. • Having good knowledge in operating computer (Word, Excel, Power Point and other software) • Undertake any other relevant tasks under the project frame • Having good cooperation with other project staffs including volunteers • Perform other duties as assigned QUALIFICATIONS REQUIRED: University degree and relevant combination of academic qualification. He or She will be implementer of the project activities and, will supervise and facilitate community volunteers. She/he will be: • Assisting Project Officer for MHAA Stop TB, Boost ACF project for proper implementation of project activities • Assisting in capacity building training of volunteer for TB control activities • Assisting project manager for project planning workshop with township NTP staffs, community and authority • Responsibility to maintain and control office assets. • Responsibility to maintain his/her own implementation documents(e.g., – Work Plan, Advance Tour program, Travel permit, Daily Dairy, Monthly Reports and other office documents under the project frame) • Assisting the Finance Officer to conduct financial management • Facilitating project activities and supervise volunteers, identifying issues and opportunities and provide necessary action for maximizing the effectiveness • Conducting community mobilization and health education for TB prevention and DOTS services • Networking and coordinating with local authorities, other agencies and NTP • Providing suggestion and facilitating necessary action to Project Officer for current activities • Assisting project manager for preparing work plans, periodic progress reports as and when required • Assisting project manager for evaluation of project. • Undertaking any necessary actions required for TB control activities under the project frame • Perform other duties as assigned. QUALIFICATIONS REQUIRED: For appointment to this position, candidates must be: Health Assistant Certificate or B.Comm.H degree holder Experience or more in design and /or implementation of TB control program, communicable disease control program and health education activities will be an asset. Experience in planning and implementing organization of health volunteers training of voluntary health services for community will be an asset. Experience in designing primary health care and disease control activities will be an asset. Good level of English, both written and spoken.
