[六點八新聞稿] 讓愛與和平佔領中環運動 第一次商討日 Occupy Central with Peace and Love: Deliberation Day One 第一次和平佔中商討日於六月九日五點半完結,參加者超過大會預期數目。 「和平佔中」舉辦商討日有三個目的: (一)凝聚爭取民主的香港市民; (二) 就運動可能面對的問題交換意見; (三) 建立一種就公共事務進行理性商議的文化。 參加者事前已收到有關和平佔中的正反雙方的參考資料。大會在下午二時開始,「佔中三子」首先發言。 戴耀廷教授用24個字介紹整個運動的流程: 民主商討、公民授權、確立方案; 公民抗命、佔領中環、爭取普選。陳健民教授介紹非暴力公民抗命的歷史,從梭羅、甘地與馬丁路德金的事蹟分析愛與和平的力量。朱耀明牧師回顧香港過去爭取民主的道路,各種温和合法的方法都試過,亦只能是反倒退,現在必須以公民抗命向前推進。 在五點半的大組分享之後,我們收集及分析82條問題,之後整理為7 大主要關注問題。以下是7大問題供大家參考。 和平佔中發起人之一戴耀廷教授指,今次商討的經驗非常可貴,希望透過今次經驗,為社會建立商討政策的文化。 本運動希望社會在未來數月,積極討論如何處理這7大議題,並在數月之後的第二次商討日,與大家再見面,討論解決問題的方案。 7大議題 1. 如何加強佔中運動的宣傳及論述,解釋運動是和平進行,不會破壞經濟和社會發展? 2. 如何將運動提升至全民運動層面(能深入各種族、階層,特別是基層)? 參加者特別關注到民生與民主要扣連 3. 如何商討方案、談判的底線是什麼、尤其是關於提名委員會的組成? 4. 「和平佔中」運動本身如何建立具公信力的決策機制? 5. 時機問題: 什麼時候要進行佔領行動、什麼時候退出、運動什麼時候才叫終結? 6. 如何進一步加強佔中運動的組織,以及增加資源(例如籌款)? 7. 如何應對中央及政府的抹黑和打壓? The first deliberation day of “Occupy Central with Love and Peace” has concluded on 9th June at 5:30pm. The number of participants exceeded our expectation. There are three aims for this deliberation day. First, to unite Hong Kong citizens who want to fight for democracy. Second, to enhance the exchange of opinions in relation to potential problems that would be faced along the development of the Movement. Third, to establish a culture of rational discussion in relation to social issues. Participants have received the reference materials of “Occupy Central” before their arrival today. At 2pm, Prof. Benny Tai, Prof. KM Chan and Rev. Chu introduced the flow of the movement. Prof. Tai introduced the flow of the movement and Professor Chan talked about the history of non-violent social movements. Rev. Chu reviewed the history of the Hong Kong’s fight for democracy. After the 5.30 pm large group session, we have gathered and analyzed the 82 questions from the discussion groups and have consolidated them into 7 focus questions. Please see below the focus questions for your reference. Prof. Benny Tai stated that today’s experience is valuable. He wishes to establish a culture of deliberative democracy for the society via this experience. We hope that in the months to come, the 7 focus questions would be actively discussed and solutions of the above issues can be raised during the next deliberation day few months later. The 7 Issues 1. How to enhance the promotion of the movement to explain its peaceful nature to the public that it does not have adverse impact on the economic and social development? 2. How to elevate the movement to a participation-of-all level, so that all classes & ethnics groups can be involved, especially the grassroots. Participants have drawn attention particularly to the relation between citizen’s livelihood and democracy. 3. How to establish a mechanism for the discussion of the proposal of universal suffrage, and what would be the bottom line of the negotiation, especially in relation to the composition of the nomination committee? 4. How to establish the credibility of the Occupy Central Movement as a decision making mechanism? 5. Questions of timing: what is the proper timing to commence a real occupation, when to withdraw the Movement, and when will the Movement officially end? 6. How to further strengthen the internal organization and increase resources and funds (e.g. fund raising)? 7. How to react and respond to the Central Government’s and HKSAR Government’s suppression and smearing to the Movement? - via 讓愛與和平佔領中環運動 Occupy Central with Love and Peace
