18 October 2013 For immediate release ANC NORTHERN CAPE PEC STATEMENT The Provincial Executive Committee (PEC) of the ANC held its ordinary monthly PEC meeting on 18 October 2013 in Upington. The PEC deliberated on its state of the Organisation, its state of readiness for the coming elections as well as the overall state of politics in the province. JACK SIMONS SUMMER POLITICAL SCHOOL The Jack Simons Summer Political School was scheduled for the 29th of October till 01 November 2013 and due to the hectic political program in the month of October, it was resolved that the political school be postponed to 28 to 30 November 2013. The summer school will focus on the Origins and History of Africa. THE PROVINCIAL LIST CONFERENCE The Provincial List Conference will be held on the 21st of October 2013 at Mayibuye in Galeshewe, Kimberley to select credible candidates with a proven track record to represent our people in government after the 2014 general elections. In our Provincial Election Strategy Workshop that we convened this year we resolved that our target for the 2014 General Elections is 70%. We did not blindly or unscientifically set this target, it is informed by political landscape in the province that is characterized by opposition parties that are in total disarray and ran out of energy. The ANC have launched 195 branches in the province and 147 passed the audit for the nomination process and 175 convened BGMs with the required quorum and 167 were audited and 28 were not audited and 20 failed the audit. For any name of the individual to qualify to be on the ballot paper at the Provincial List Conference the name must be nominated by at least five branches. Unlike other parties, the ANC does not choose its public representatives by arrangements in boardrooms, it is through an extensive branch driven process that is managed by the Provincial List Committee. We are expecting about 430 voting branch delegates that will constitute a minimum of 80% of the voting delegates at the Provincial List Conference and the remaining 20% will be allocated to the following structures: • ANC PEC 35 • ANC YL 08 • ANCWL 08 • ANCVL 08 • SACP 08 • COSATU 08 • SANCO 08 As the ANC in the province, we can confidently pronounce that our elections machinery is well oiled and ready for the 2014 general elections and set to achieve our target. Both the Provincial and National governments have made significant strides in improving the quality of life of our people. Together we have made the Northern Cape and South Africa a better place than it was in 1994. GOLF DAY FUND RAISING EVENT The Province will be hosting a Golf Day as a fund raising initiative. The ANC in the Province is intending to fund raise about R2 million during this event and its success will depend on the participation of all PEC members and sympathetic business people in the Province. The date for this event will soon be announced. THE NAMAKWA REGIONAL GENERAL COUNCIL The Namakwa Region will convene its mid-term Regional General Council (RGC). The mid-term RGC is expected to assess the state of the organisation and fill all vacancies in the Regional Executive Committee (REC). The audit of the branches will take place and Branch General Meetings (BGM’s) will be convened for all branches that passed the audit process. The REC was elected before the 53rd National Conference which affected constitutional amendments on the composition of the REC. The date for the RGC will be communicated soon. THE APPOINTMENT OF THE MAYOR AND SPEAKER OF NAMAKHOI MUNICIPALITY The PEC note the extreme unhappiness with the manner in which the matter of appointing of the Mayor and Speaker of NamaKhoi has been dragged on, creating uncertainty and frustration among our supporters and members in the region. MEMBERSHIP CARDS PRODUCTION Membership cards will be produced for all the 1,2 million members whose membership is in good standing and was audited before the 53rd National Conference in Mangaung. The production of the membership cards will take place in a cycle of phases targeting provinces. The full running capacity of membership cards production will be 21 000 cards a day. ELECTION MANIFESTO FORUMS From 14 September to 18 September 2013 the ANC convened nation-wide Manifesto Forums to interact with the people from all walks of life on the process of the formulation of the Election Manifesto. These are forums where the ANC leadership report on what we said in the 2009 Manifesto and what we have done since. More importantly these are forums to listen to people’s stories, their frustrations and hopes for the future. People made suggestions on what they would want to see in the ANC 2014 Election Manifesto. The proceedings of the forums were recorded and are an important part of developing our Manifesto. Nine (9) manifesto forums took place in the Province and comrade Jessie Duarte, the National Deputy Secretary General of the ANC attended the forum at Z. F Mgcawu. All manifesto forums held in the province were highly successful. There is a great deal of enthusiasm that is displayed by the communities to engage the ANC on the manifesto for the 2014 general elections. NATIONAL EXECUTIVE COMMITTEE (NEC) DOOR TO DOOR PROGRAM The period from August to December 2013 marks the beginning of the second phase of our election campaign. This phase will be anchored on massive door to door campaigns, meetings with various sectors of our society and intensify the message regarding the need for young people to get their Identity documents and register to vote. The entire leadership of the African National Congress will be expected to engage in a massive door to door campaign all over the country. During these door to door campaigns all members of the NEC, Ministers and Members of Parliament will lead the door to doors for at least two days consecutively. The date for the visit to the Province will be communicated soon. RECOVERING THE REMAINS OF UNACCOUNTED FREEDOM FIGHTERS FROM THE NORTHERN CAPE The ANC in the Province will engage Luthuli House and the National Prosecuting Authority (NPA) on the recovering of the remains of the unaccounted freedom fighter from the Northern Cape. The rationale is to expand and verify the information that has been collected to date. We remain convinced that there is a need to determine which case(s) will be pursued in the time leading up to elections. This phase of the project terminates at the end of July 2014. A sober interpretation of the challenges we face suggests that the very best outcome would be to lay the groundwork for some possible repatriation. The ANC in the province is in the process of verifying the information and to lay the groundwork for repatriation. VISIT BY THE NATIONAL ELECTIONS COMMITTEE (NET) The NET visited the province on the 1st to 3rd October 2013. The visit was over a period of three days. The first day was meeting with the Provincial Elections Team to assess the state of readiness of the province to coordinate and manage the elections program. The second day, a meeting was held with all regional elections teams in the Province to assess the state of readiness of the regions. Community meetings in frontal areas in the province followed this meeting. The last day of the visit was meetings with some Local elections team and door-to-door work.
