NOCAL should be independently audited by the General Auditing Commission or an independent auditor hired by the General Auditing Commission, limiting the scope of the audits specifically to the two year period in which Mr. Robert A. Sirleaf served as Chairman of NOCAL, while he was at the same time the son of the President and also the Senior Advisor to the President of Liberia. Such influence creates a high risk, requiring a more thorough audit of the financial accounts and operational matters of NOCAL during the tenure of Mr. Robert A. Sirleaf as Chairman of NOCAL. 4. A special forensic investigation should be immediately conducted on financial transactions related to Mr. Robert A Sirleaf. Representative Snowe accused Mr. Sirleaf of financial mismanagement. As recently as last week, Mr. Sirleaf contended that the only funds received by him from NOCAL was reimbursement for legitimate expenses. The special forensic investigation will clearly determine how much Mr. Sirleaf received from NOCAL and for what purpose, including examining all business trips guarding against double payments for serving as Senior Advisor to the President and Chairman of NOCAL. 5. A special forensic investigation should be conducted on NOCALs financial relationships with Foundations, Trust Funds, and the Barrack Youth Club during the time Mr. Sirleaf served as Chairman of NOCAL. All contributions made to these institutions that are affiliated and owned by Mr. Sirleaf should be fully disclosed to the Liberian people, itemized by period and by entity.
