406.4(D) Replacements. Replacement of receptacles shall comply with 406.(D)(1) through (D)(6), AS APPLICABLE. Then there are subsections for each applicable situation. 406.4 (D)(4) (4) Arc-Fault Circuit-Interrupter Protection. Where a receptacle outlet is supplied by a branch circuit that requires... arc-fault circuit interrupter protection as specified elsewhere in this Code(as in the already existing areas due to alterations and additions covered in section 210), a replacement receptacle at this outlet shall be one of the following: (1) A listed outlet branch circuit type arc-fault circuit interrupter receptacle. (2) A receptacle protected by a listed outlet branch circuit type arc-fault circuit interrupter type receptacle (3) A receptacle protected by a listed combination type arc-fault circuit interrupter type circuit breaker This requirement becomes effective January 1, 2014. This section 406.4(D)(4) is being singled out to apply to every replacement situation. Because if (4)AFCIs applies then (3)GFCIs and (6)WR would apply as well to every single receptacle replacement, but as (D) is pointed out is says as specified elsewhere in this Code which is in 210.12. (3) and (6) also have the words as required elsewhere in this Code. And they do not apply to EVERY receptacle replacement. The added requirement that GFCIs and AFCIs being readily accessible in 406.4(D) is redundant because it is already mentioned in 210. 406.4(D)(2) involving 2 wire ungrounded circuits have zero mention of requiring a AFCI when replacing a receptacle, but yet inspectors are requiring it. But then installing a 3 wire AFCI receptacle needs GFCI protection on a 2 wire circuit. Then you have a situation where they cant even figure out which goes on the line side first the GFCI or AFCI. Ridiculous.
