Men kun få udvalgte medlemmer af kommissionen fik lov at se, få udvalgte papirer, så flere medlemmer af 911 kommissionen har store betænkeligheder ved rapporten, som blev til, på trods af, at Bush regeringen modarbejdede den. Thomas Kean, formand for 911 kommissionen: We to this day dont know why NORAD [the North American Aerospace Command] told us what they told us, It was just so far from the truth. . . .
