A letter from Mayor Warren regarding hearing for Pre-K programs: March 11, 2014 Dear Ms. Hooper, I recently formed the Rochester Early Learning Council and appointed Dr. Joanne Larson of the University of Rochester and Ms. Carrie Remis, a member of Governor Cuomo’s Education Reform Commission, as co-chairs. The council is tasked with; • Leading a public discussion around the challenges and opportunities inherent in educating Rochester’s youngest and most vulnerable students. Thus we will convene a series of public hearings, inviting parents, practitioners and early childhood experts to present feedback on the current Pre-K delivery in Rochester and explore local and national models. • Reporting on the status of Rochester’s current pre-K program, including current and projected enrollment, funding sources, the supply of high-quality professional development, and barriers to access and expansion. • Recommending program and policy changes to improve Rochester’s pre-K program, including concrete strategies to expand access, improve quality and increase parental choice. Final recommendations will be due to the Mayor by June 30, 2014. • Lobbying for Rochester’s fair share of federal and state pre-K funding. It is my hope to improve access and the quality of early education in Rochester. In order for the council to present a clear path forward we need your help. A hearing will be held on Tuesday March 18th 2014 at 6:00pm at 30 Church Street in City Council Chambers. As one of the key stakeholders, I am asking you, to testify in person and submit written testimony to the Early Learning Council about the challenges and opportunities that the Rochester City School District is facing. And what, if any, improvements should be made to make high quality pre-K a reality for all of our children, regardless of zip code, socio-economic status or race.
