ASFN Strategic Response Fund Deadline: 15 August 2014 for the first call or 15 January 2015 for the second call OVERVIEW: The proposed project must quickly react to evolving areas of strategic importance in the interrelated issues of food insecurity, poverty and climate change in the region. It should be timely and should support in-country initiatives that will enable the ASEAN Member State’s (AMS) Focal Point to quickly respond to emerging issues and challenges, and increase its ability to articulate policy recommendations and directions. The project, single- or multi-country, could be any of the following: o Quick “turn-around” studies o Exploratory reviews o Meta-analysis/Analytical studies and think pieces o Study tours o Dialogues/Roundtable discussions o Preparation of position or background papers as inputs to policy debates and decision-making FUNDING: The project should be completed in a period not exceeding six months and within a maximum budget of US Dollars Fifteen Thousand (US$15,000) for single country projects or around US Dollars Thirty Thousand (US$30,000) for multi-country projects. Scholarships to participate in relevant training programs may also be provided for a maximum amount of US Dollars Two Thousand (US$2,000). PROPOSAL PREPARATION: Application to the ASRF will be by means of a dedicated application form available at the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) website (searca.org). All required information should be contained in one electronic file, written in A4 size paper (8.27 x 11.69 inches) using Times New Roman and at 12-point font in Word Document format. All portions of the proposal should be typed single-spaced with one-inch margin on all sides. Name the file using the following: Country_Full Name of Proponent_Title (ex., Vietnam_Forestry Dept_Mainstreaming Climate Change Adaptation Strategies in the Forestry Sector in Kien Luong). The proponent should submit the following information: 1. CONTENTS OF THE PROPOSAL: The proponent must submit a detailed proposal that includes the following items: + Introduction Clear description of the issue/concern that needs to be addressed and why this is considered strategic/emerging/critical The purpose and importance of the research/study/activity The expected outcome/s or result/s + The Project A. Research/Study Study area The structure of the research/study Methods of implementation B. Fora/Tours Project area/venue The activities to be accomplished Target audience + Project duration and timeline for completion + Required human resources + Requested budget (Personnel Services and Operating Expenses) Identify all projected expenses to complete the activity. The budget is divided in two sections, as follows: Personnel Services (honorarium, research assistants, etc.) This should not exceed 40% of the total project budget. Maintenance and Operating Expenses supplies and materials travel expenses communication cost contracted support personnel (i.e. enumerators, training facilitators, resource persons, etc.) Clearly specify and justify the cost of expensive or specialized items (e.g., computer set; software); other items can be listed in general categories (e.g., office supplies) Administrative cost and contingency fund should not be included. Maximum budget support is US$15,000 for single country project or around US$30,000 for multi-country project. + Appendices Bibliography relevant to the proposed subject Endorsement letter Organizational Profile of Proposed Implementing Organization/Partner 3.
