According to Clinton, if Obama refrains from intervening militarily in Syria, his presidential legacy will be that of a wuss. Clinton led the NATO charge against Serbia in 1999, in the middle of his impeachment hearings, over his scandalous affair with White House intern Monica Lewinsky. If short-term memory is any indication of historical legacy, Clinton will be better remembered for his cigar tricks with Lewinsky than the role he played in the NATO bombing of Serbia. One does not readily associate Democrats with the beating of war drums, but on the Republican side of the equation, Sen. John McCain has been banging out the same tune. The gist of McCain’s argument is that Americans should forget about the two recent disastrous military interventions in Iraq and Afghanistan, and look instead to what he calls the “successful” international operations in Bosnia and Kosovo. Compared to Iraq and Afghanistan, Bosnia and Kosovo may seem like glowing successes, but the fact is the uneasy peace in these regions remains enforced by international troops, 18 and 14 years, respectively, after those conflicts were declared resolved.
