According to Lutheran Theology and Practice: A pastor is the servant of the congregation (Tok Pisin: wokman). Following that line of thought, a district president is the servant of all pastors in the district. As such, the head bishop is the servant of all servants, serving our Lord and our Saviour Jesus Christ. Likewise, a congregation secretary is not the boss of the congregation but the steward/service attendant to the members of the body of Christ; the one who is looking after Gods Resources for Gods People. Thus, the district secretary is the steward/service attendant to all secretaries in the district. Finally, the office of the General Church Secretary is the steward/service attendant to all district and department secretaries of ELCPNG. It is the one accountable for the improvement or the deterioration of the church. If an office is to be held responsible for anything in ELCPNG, then it is the office of the General Church Secretary. The office of the General Church Secretary has only brought us shame in the last decade. It is accountable to the National Church Council for all the negative impressions the church has been receiving thus far. Finally, the Ultimate Voice of the church is not the National Church Council. The National Church Council is just a custodian of that Voice. As the trusted custodian, the National Church Council has been mandated and entrusted to make right decisions in the best interests of the Owner of the Voice. And the Owner of the Voice of the church is the Synod, which is in theological terms: Bung Bilong Ol Bilip Manmeri. We have to pray that the Word of God settles more deeply in the heart of ELCPNG.
