Although Venus is very similar to Earth features, it is not a fit for life by his infernal weather planet. If successful, the HAVOC could allow the permanent presence of the crew on a floating city in the planets atmosphere. The mission would be conducted using aircraft filled with helium and powered by solar energy. The ships float 50 miles above the surface of Venus, where the temperature would be reasonable.
