Are there alternative approaches to addressing the Mindanao problem other than the creation of autonomous regions that is inching closer and closer to a catastrophe? There is one that I know; but it is an approach that takes time beyond the term of office of a President who is more likely to prefer tangible results to happen during his time in office that he can claim the fruit of his labors.>>> The Philippines has suffered two major armed conflicts during the past four decades: a country-wide communist insurgency, and a self-determination struggle by Muslim communities in the southern island of Mindanao. Conciliation Resources has been working with conflict parties and affected communities to contribute to the ongoing peace talks and address the multiple, intertwined layers of conflict. We work with the belief that if the peacebuilding capacities of local civil society are developed and people have a better understanding of how lessons from other contexts can be applied to their own situation, a more just and lasting peace can be achieved. On 7 October 2012, there was a historic peace breakthrough in the form of a Framework Agreement on the Bangsamoro. This agreement sets the principles for a transition that will put a closure to four decades of armed conflict and will create a new self-governing entity in Muslim dominated areas in Mindanao called the Bangsamoro. Parties have continued negotiations to complete four annexes to the Framework Agreement. In February 2013 they completed the Annex on Transitional Arrangements; in July the Annex on Wealth Sharing; and in December the Annex on Power Sharing. The negotiators still need to finalise discussions on the last remaining Annex on Normalisation in order to complete the Comprehensive Peace Compact.
