Ashley’s Notes A regular called Commissioners’ Court meeting, with possibly the shortest agenda in four years, was called to order at 9:04 a.m. on September 9, 2014. All members of the Court were present and the Pledge of Allegiance was recited followed by a short prayer from Commissioner Epperson. Reviewing the prior minutes, Commissioner Sweeten mentioned he had noticed some corrections, which were sent and edited by the Clerk’s office for the August 12th minutes. With the amendments in place, Commissioner Sweeten motioned to approve the August 12th minutes and obtained a second from Commissioner Epperson. Commissioner Sweeten then motioned to approve the September 2nd minutes and Commissioner Fry seconded the motion. Commissioner Sweeten motioned to transfer money from R&B LMMC (savings) for the CETRZ Grant into R&B Line Item 6722 (Caliche) to pay bills as needed for the road project grant. The roads surrounding the Nueces Canyon High School were completed last month with the aid of CETRZ grant monies. Commissioner Fry seconded the motion. Four applications were received for the empty road hand positions. Rudy Enriquez had already obtained another job so his application was disregarded. Road Supervisor Pena stated he would like to give Blas Victorino, Jr. a try considering he already knows how to work a roller as well. David Ortiz was also an applicant for the Road Department. Ortiz currently works part-time for the jail, but the Court was informed if he was hired on for the Road Department the jail would not be left too short-handed. Lastly, Johnny Carrillo was an applicant who knows how to run the equipment. Commissioner Sweeten motioned to offer Blas the position and Commissioner Epperson seconded the motion. Commissioner Sweeten requested extending the school zone in Barksdale on County Road 380 since there are families with children that walk past the current designated school zone and cars drive rather fast down the road. Commissioner Grooms motioned to extend the school zone to the East side of the cemetery. Commissioner Sweeten seconded the motion. The Court has not yet seen the interlocal agreement between Edwards County and the Edwards Central Appraisal District for health insurance, but the agreement had to be turned in last Friday, so the agreement has already been submitted; the formal action of acceptance just needs to take place now. The commissioners decided since the County Attorney wrote the agreement on behalf of the County it was OK with them to accept. Commissioner Sweeten motioned to approve the interlocal agreement and Commissioner Fry seconded the motion. The topic of culvert installation was on the agenda again. The Court is still waiting for the County Attorney to create the permit process. No action was taken at the moment, but would like to see this agenda item complete next month. Under New Business, Lyndsay Davis was present to talk about credit card services. It was decided he would need to talk with each individual office to see if this service meets their needs. No action was taken since this was not a formal agenda item. The next meeting is scheduled for Friday, September 12, 2014 at 9:00 a.m. in the Courthouse Courtroom. This meeting is for the adoption of the budgets and tax rates. The actual adoption may be moved to a later date pending on salary increase publishing requirements. (NOTE: this meeting has been moved to September 22, 2014 at 9:00 a.m.) The next regular meeting date is set for October 14, 2014 also at 9:00 a.m. in the Courthouse Courtroom. Commissioner Grooms motioned to pay bills and Commissioner Fry seconded the motion. Commissioner Sweeten motioned to adjourn the meeting and Commissioner Fry seconded the motion once again. The meeting was adjourned at 9:27 a.m.
