At the height of the recession the Federal Bureau of Labor Statistics(BLS) changed the rating system for Americas Unemployed. As workers were displaced, laid off and accepting underemployment for survival, the rates of new unemployment Insurance (UI) claims increased and remain unchanged. New ratings for unemployed are used to cover up the remaining high number of chronically unemployed and now range from U1-U6. U1 are new UI claims and is the number reported monthly by the federal BLS. U2 through U6 unemployed who are no longer counted or included in federal reporting, are ineligible for UI benefits, and are off the radar as they are considered no longer looking for work.
