August 22, 2013 "South Beloit’s former police Chief Tom Fearn will go to trial Monday, more than two years after he was first charged with battering a handcuffed woman... He’ll be the first to reach trial of three former South Beloit officials who were criminally charged shortly after the Register Star published a surveillance video of the 2008 arrest of Veronica McIntyre. The video of the arrest — obtained by the Register Star after more than a year of requests, denials and appeals — shows that Fearn grabbed her by the throat, forced her head and neck down, and shook her twice while holding her down for more than a minute. Former Mayor Randy Kirichkow has been charged with several counts of obstruction of justice for destroying evidence of the arrest. Sgt. Brad McCaslin, who has since been fired from the police force, used a Taser twice on McIntrye while she was handcuffed and has been charged with battery and destroying evidence."
