Among those being considered is the strengthening of intelligence gathering and a strict implementation of installing nationwide closed circuit television in barangays and major establishments. Roxas also called on the local government units (LGUs) to join the governments campaign against rising criminality, especially those in the barangay level. Earlier, a video footage aired over ABS-CBN had shown two armed men on board a motorcycle charging into an open lugawan in Kamuning, Quezon City and held up all the persons inside. They even took time in hitting one of the victims who refused to give his car keys and cellphone as they threatened to kill him. Other reports of killing were reported in the area of Quezon City where riding-in-tandem armed men shot a roving barangay official along the IBP Road as he was going home. The incidents are also happening in the provinces. In San Pascual, Batangas, a former village chief, Antonio Tabares, was gunned down by heavily armed men.
