Di mana, sebuah bot ekspres telah karam di Tanjung Giam Bungan, Belaga. Yang Berhormat Encik Liwan Lagang, Menteri Muda Kebudayaan dan Warisan dan Ahli Yang Berhormat bagi Belaga dan Yang Berhormat Encik Wilson Ugak, Ahli Parlimen bagi Hulu Rajang telah berada di tempat kejadian bagi memberi bantuan. Bagi pihak Dewan yang mulia, saya ingin mengucapkan takziah kepada semua keluarga mangsa yang terlibat. There is obvious case whereby , there is over carrying of passenger. An express boat that can fit in 74 passengers was found to be carrying 184 passengers. Why has this happened? And also, we have also a Member, an Honourable Member in this House who is the River Board, Sarawak Rivers Board Chairman. And what has Sarawak Rivers Board been doing. Timbalan Ketua Menteri dan Menteri Pembangunan Luar Bandar (Y.B. Datuk Patinggi Tan Sri (Dr) Alfred Jabu anak Numpang): Terima kasih, Tuan Speaker, Selamat pagi, Salam S ejahtera, salam Satu Malaysia. I wish to seek permission from Tuan Speaker, before I proceed with my winding up speech replies, may I be permitted this morning to express my profound sadness, deep sense of grief, sympathy and condolence. And in my capacity as state Chairman for State Disaster and in my prayer remember the fate of the victims of the express boat tragedy yesterday morning on 28 th May, 2013 near Giam Bungan, along Batang Rajang downstream of Belaga, in Kapit Division. The accident as it was re ported to me by Yang Berhormat Liwan Lagang, The Assistant Minister of Cultural and Heritage, who is also Yang Berhormat for Belaga, who is busy rendering help on the spot, and also based on report from State Disaster Operation Room, at Wisma Bapa Malaysia , on report from State Disaster Operation Room, Wisma Bapa Malaysia, at midnight last night, it is reported that some 14 to 21 persons are not accounted for suspected to be trapped within the submerge vessel. I pray that our hardworking and caring Search a nd Rescue team together with support logistic and equipment, who are now in Belaga with further reinforcement of staff earlier this morning will be able to conduct rescue operation as soon as it is human by possible. I hope that a number of casualties w ill not be as high as earlier estimated. I am always in contact with Residen Kapit, Deputy Superintendant Police Kapit, Y.B. Encik Liwan Lagang, whom I have instructed, even though he is required to be in this Dewan but because of the Natural Disaster situ ation I have instructed him to render help and coordination on the spot and also with the State Disaster Operation Room, I am monitoring the situation as I am not able to go to Belaga, today because of a portfolio responsibility now to give reply to this D ewan. But I have made arrangement to fly earlier tomorrow morning to Belaga to be together at the tragedy spot and with the victims and the relatives of the victims. As a mark of respect I appeal to Ahli - Ahli Yang Berhormat, the Government Backbenchers, wh o normally have their backbenchers dinner at the end of the session to review the content of the programme because in time of grief we must share also the sadness of those involved. And I am very, very happy, because the response from the backbenchers, the y said they will collect fund to contribute towards this disaster. Sarawak is very lucky to have your goodself Yang Amat Berhormat Pehin Sri who is still very healthy and active, have always been very dedicated with va st political experience and outstanding maturity as a very capable Chief Minister of Sarawak. Through your excellent leadership and through your caring concern to develop Sarawak by continuously without fail allocating about 70% of the State Annual Budget for Development Purposes to benefit the people. The result of the recently concluded PRU13 Parliamentary General Electi on on 5 th May, 2013 where Sarawak Barisan Nasional Team under the very capable and well respected leadership of our dedicated and hardworking Chief Minister won 25 out of 31 Parliamentary Seats throughout Sarawak representing 81% of delivery and victory fo r Barisan Nasional by the rakyat certainly and genuinely deserve our heartiest congratulations - a true manifestation that Sarawak and her people is the top most State within Malaysia, delivering Barisan Nasional victory in full support of the continued Pr ime Ministership of our beloved Prime Minister Yang Amat Berhormat Datuk Patinggi Dato Sri Mohd Najib bin Tun Abdul Razak, heartiest congratulations and syabas. I wish also to say in this Dewan and express my record of congratulations and good wishes by e xpressing what I have said on my speech on the night of 24 th May, 2013 during our very successful combined Barisan Nasional State Civil Service Dinner at Dewan Undangan Negeri Banquet Hall. Heartiest congratulations to Yang Amat Berhormat Pehin Sri Chief M inister on your 77 th Birthday and many happy returns, long life, good health for many more years of continued leadership as Chief Minister bringing Sarawak and her multiracial peace loving people to greater heights of success and prosperity. We pledge that our multi racial people of Sarawak, as I have said on my speech that night that we will fight any element or any attempt from anybody who tries to destabilise the peace, unity, harmony and political stability and kesejahteraan rakyat in Sarawak. Tuan Spe aker, I note every year during Gawai through our Appreciation Programme for high achievers for students at UPSR, PMR, SPM and STPM there is a BELUM DISUNTING 29 MEI 201 3 4 very healthy trend emerging from amongst students and parents to appreciate the value of education as evident in t he number of students from the rural areas receiving these high academic performance incentives increases from year to year. Congratulations to our young students who will naturally become responsible scholars and valuable manpower resource assets to Malay sia. Tahniah serta syabas to you all. This is a very good response to Yang Amat Berhormat Pehin Sri Sarawak Chief Minister‟s top most agenda in giving the rural communities opportunities through education to catch up to address the backwardness of educatio n and overall development in the rural areas as compared to the urban areas. Thank you very much Yang Amat Berhormat Pehin Sri Ketua Menteri for facilitating the establishment of six universities throughout Sarawak and for establishing TEGAS and building m any institutions for skill training for our youth to prepare them for jobs in SCORE (Sarawak Corridor of Renewal Energy). I certainly urge and thank both the State and Federal Governments for the fine effort genuinely wanting to narrow the education, the e conomic and the development gap throughout our beloved Nation Malaysia. Talking about Education Incentive, I welcome the Federal Ministry of Education and the frequent visits and genuine effort by Yang Amat Berhormat Deputy Prime Minister Tan Sri Dato Sri Haji Muhyiddin Yassin who is also the Federal Minister of Education to reward the High Performance of Rural Primary Schools, to reward the Headmasters and all the Teams of Teachers from High Performing Schools and also for his many visits to schools in th e rural areas throughout Sarawak. I wish also to thank YAB Datuk Patinggi Dato Sri Mohd Najib Tun Abdul Razak our beloved Prime Minister who frequently makes many visits to Sarawak including to many areas in the very very Remote Rural Areas of Sarawak, to appreciate and understand the salient features of hardship in rural areas which justify intensification and acceleration of Government Transformation Programmes (GTPs) into these Rural Areas of Sarawak, including providing comprehensive programmes for Pov erty Eradication as well as Eradication of Illiteracy. Memperkasa Pembangunan Dan Transformasi Luar Bandar Tuan Speaker, s ejak mencapai kemerdekaan melalui penubuhan Persekutuan Malaysia pada tahun 1963, Sarawak telah mengalami perubahan dan pembangunan yang terancang dari segi politik dan sosioekonomi demi kemajuan dan kesejahteraan rakyat jelata. Perubahan dan pembangunan ini begitu teratur, dinamik dan progresif. Hasilnya ialah kestabilan politik, pertumbuhan ekonomi yang mampan dan keharmonian masyar akat majmuk Malaysia yang diiktiraf dunia antarabangsa. Pencapaian yang sebegini hebat dan cemerlang adalah kerana Sarawak khususnya dan Malaysia amnya dipimpin dan diterajui oleh Kerajaan Barisan Nasional sejak merdeka. Kerajaan Barisan Nasional adalah ke rajaan yang prihatin dan berjiwa rakyat. Justeru, kepentingan rakyat sentiasa diutama dan didahulukan. Dalam kontek agenda pembangunan nasional, pembangunan luar bandar adalah satu komponen terpenting. Pembangunan luar bandar akan terus dirangsang dan dij ana melalui pelbagai program dan projek yang relevan dan bermanfaat untuk masyarakat luar bandar bertujuan meningkatkan status sosioekonomi mereka. Pencapaian GTP NKRA – RBI Program Transformasi Kerajaan (PTK) atau Government Transformation Programme (G TP) yang dilancarkan pada tahun 2010 adalah bertujuan menangani bidang - bidang utama yang menjadi keprihatinan rakyat Malaysia di samping menjadi pemangkin kepada transformasi Malaysia untuk menjadi negara yang membangun dan berpendapatan tinggi. BELUM DISUNTING 29 MEI 201 3 5 Sejak ini siatif GTP dilaksanakan, kehidupan berjuta - juta rakyat Malaysia, sama ada di kawasan bandar mahu pun di luar bandar, telah berubah ke arah yang lebih baik. Pelaksanaan GTP juga ternyata merupakan satu inisiatif yang berkesan ke arah mencipta perubahan posi tif dan meletak Malaysia di landasan yang tepat untuk mencapai Wawasan 2020. Sesungguhnya GTP telah terbukti berupaya menjadi pemangkin kepada transformasi Negara dan akan terus memacu perubahan yang mampan. Bergerak seiringan dengan pemangkin transformas i negara yang lain seperti Program Transformasi Ekonomi (ETP), Model Ekonomi Baharu (NEM) dan Rancangan Malaysia Kesepuluh (10MP), melengkapkan usaha bersepadu untuk mentransformasikan Malaysia menjadi negara yang membangun dan berpendapatan tinggi, selara s dengan Wawasan 2020. Pelaksanaan NKRA - RBI di Negeri Sarawak khususnya Projek Jalan Luar Bandar (JALB) dan Projek Program Bantuan Rumah (PBR) adalah baik dan memberangsangkan. Di bawah GTP 1.0 sepanjang tahun 2010 hingga 2012, sejumlah 911.87 km Projek J alan Luar Bandar termasuk Projek Jalan Perhubungan Desa dengan kos RM1.70 billion telah disiap dibina atau dinaiktaraf. Ini telah melebihi sasaran awal sebanyak 900.00 km. Dalam tempoh yang sama, sejumlah 22,936 unit rumah di bawah Program Bantuan Rumah (P BR) telah siap dibina atau dibaikpulih dengan kos berjumlah RM426.7 juta. Sekali lagi pencapaian ini menunjukkan prestasi yang sangat cemerlang kerana sasaran awal Program Bantuan Rumah (PBR) Negeri Sarawak untuk tiga tahun tersebut ialah sebanyak 16,671 u nit. Tuan Speaker, bagi pencapaian NKRA RBI untuk tahun 2013 di Sarawak sehingga 30 April 2013, sejumlah 34.0 km jalan luar bandar telah siap dibina atau dinaiktaraf. Manakala, sejumlah 491 unit rumah juga telah dibina atau dibaikpulih di bawah Program Ba ntuan Rumah (PBR). Government Transformation Programme (GTP 2.0) Bagi kesinambungan GTP 1.0 serta mempercepatkan pembangunan Negara mencapai status Negara berpendapatan tinggi menjelang tahun 2020, pelbagai program transformasi akan diperhebatkan dalam R olling Plan Ketiga dan Keempat dalam Rancangan Malaysia Ke Sepuluh (Tahun 2013 - 2015). Ini termasuklah Program Transformasi Kerajaan (GTP) Versi 2.0 yang bermula dari tahun 2013 hingga tahun 2015 yang akan memberi fokus kepada menambah capaian prasarana l uar bandar terutama di kawasan pedalaman dan jauh terpencil secara lebih holistik lagi. Di bawah GTP 2.0, penyediaan infrastruktur asas dan sosial akan terus dilaksanakan. Selain dari itu, Program Perkampungan Abad Ke - 21 ( 21 st Century Village ) juga akan dibangunkan bagi mentransformasikan sesebuah kampung menjadi satu pusat aktiviti yang berpacukan pembangunan ekonomi yang berdaya maju, berdaya tahan dan progresif di samping menikmati kemudahan infrastruktur serta kualiti hidup yang lestari untuk penduduk setempat. Bagi merealisasikan inisiatif ini, sejumlah RM1.40 billion telah diperuntukkan pada tahun 2013 bagi meningkatkan lagi liputan kemudahan asas seperti Projek Jalan Luar Bandar, Projek Bekalan Air Luar Bandar, Projek Bekalan Elektrik Luar Bandar dan Program Bantuan Rumah kepada rakyat di negeri ini di samping peruntukan untuk mewujudkan Program Desa Lestari 21st Century Village . BELUM DISUNTING 29 MEI 201 3 27 Isu - Isu Spesifik Sekarang saya ingin menjawap isu - isu spesifik berkaitan yang dibangkitkan oleh Ahli - Ahli Yang Berhormat di Dewan Yang Mulia ini. (1) Housing Allowance And Other Allowances For Government Servants Untuk makluman Ahli Yang Berhormat bagi Kota Sentosa, penetapan kelayakan serta kadar elaun dan kemudahan bagi penjawat awam adalah berpandukan k epada kuantum yang ditetapkan di dalam pekeliling - pekeliling yang dikeluarkan oleh pihak Jabatan Perkhidmatan Awam atau JPA. Pekeliling - pekeliling tersebut dikuatkuasakan untuk semua penjawat awam di seluruh Negara. Pada masa kini, JPA sedang mengkaji Sis tem Saraan Transformatif yang telah diumumkan oleh Yang Amat Berhormat Dato‟ Seri Mohd Najib bin Tun Abdul Razak, Perdana Menteri Malaysia, pada Majlis Perdana Perkhidmatan Awam yang telah berlangsung pada 11 Mac yang lepas. Di bawah skim saraan baru ini, di jangka banyak perubahan akan berlaku dan ini termasuk elaun - elaun yang akan diterima oleh penjawat awam di semua peringkat. Pekeliling - pekeliling baru akan dikeluarkan apabila kajian telah siap dilakukan oleh pihak JPA. (2) Pewujudan Jawatan Baru : Ketua M asyarakat dan Ketua Kaum Untuk makluman Ahli - Ahli Yang Berhormat bagi Pantai Damai dan Nangka, pewujudan jawatan baru untuk Ketua Kaum dan Ketua Masyarakat bergantung kepada perubahan bentuk struktur masyarakat di sesuatu kawasan. Semua cadangan pewujuda n jawatan baru Ketua Kaum dan Ketua Masyarakat perlu dibuat melalui Pejabat Residen Bahagian. Pejabat Residen telah dilantik sebagai Urusetia Panel Pengurusan Ketua Masyarakat dan Ketua Kaum yang akan meneliti secara terperinci keperluan pewujudan jawatan baru dan seterusnya mengemukakan cadangan tersebut kepada pihak Kerajaan untuk pertimbangan. (3) Persempadanan Pilihan Raya Untuk makluman Ahli - Ahli Yang Berhormat bagi Meradong dan Batu Lintang, dalam menjalankan persempadanan bahagian - bahagian pilihan raya , Suruhanjaya Pilihan Raya mematuhi prinsip - prinsip yang digariskan di bawah Jadual Ketiga Belas Perlembagaan Persekutuan. Prinsip - prinsip yang berikut hendaklah seboleh - bolehnya diambil kira dalam membahagikan mana - mana unit kajian semula kepada bahagian - bahagian pilihan raya: - (i) Di samping mengambil perhatian tentang wajarnya semua pemilih diberi peluang yang semunasabahnya mudah untuk pergi mengundi, bahagian - bahagian pilihan raya patutlah disempadankan supaya tidak merentasi sempadan Negeri dan patutlah juga diberikan perhatian kepada kesulitan bahagian pilihan raya Negeri merentasi sempadan bahagian - bahagian pilihan raya persekutuan; BELUM DISUNTING 29 MEI 201 3 28 (ii) Perhatian patutlah diberikan kepada kemudahan pentadbiran yang boleh didapati di dalam bahagian pilihan raya itu bagi men gadakan jentera pendaftaran dan pengundian yang perlu; (iii) Bilangan pemilih di dalam setiap bahagian pilihan raya di dalam sesuatu Negeri patutlah lebih kurang sama banyak kecuali bahawa, dengan mengambil kira kesulitan yang lebih besar untuk sampai kep ada pemilih di dalam daerah desa dan kesukaran lain yang dihadapi oleh bahagian - bahagian pilihan raya di luar bandar, ukuran pewajaran bagi kawasan patutlah diberikan kepada bahagian - bahagian pilihan raya berkenaan; dan (iv) Perhatian patutlah diberikan k epada kesulitan yang akan timbul dengan perubahan bahagian - bahagian pilihan raya, dan kepada pemeliharaan hubungan tempatan. Sehubungan itu, ialah tidak benar bahawa urusan persempadanan bahagian - bahagian pilihan raya yang dijalankan oleh SPR adalah bertu juan untuk menguntungkan mana - mana pihak, baik parti pemerintah ataupun parti - parti pembangkang. Urusan persempadanan bahagian pilihan raya dijalankan adalah mengikut undang - undang dan prinsip - prinsip yang yang ditetapkan di bawah Jadual Ketiga Belas Perle mbagaan Persekutuan. Sebelum sesuatu cadangan persempadanan diluluskan, ianya melalui pelbagai proses undang - undang seperti pameran, bantahan dan cadangan balas, siasatan tempatan dan seterusnya pembentangan untuk dibahaskan dan diluluskan oleh Parlimen me ngikut Jadual Ketiga Belas, Perlembagaan Persekutuan. Sebagai seorang peguam, Ahli - Ahli Yang Berhormat bagi Meradong dan Batu Lintang seharusnya lebih mengetahui peruntukan undang - undang yang terpakai di dalam Perlembagaan Persekutuan. Oleh yang demikian, tidak timbul soal manipulasi oleh mana - mana pihak termasuk Suruhanjaya Pilihan Raya dalam isu persempadanan pilihanraya. (4) Minimum Wage For the information of Ahli Yang Berhormat for Ba‟Kelalan, the Minimum Wages Order 2012 is applicable throughout the country, including the oil palm plantation sector. For employers in the oil palm plantations who have 6 or more employees, the implementation date is 1 January 2013. For those who employ 5 workers or less, the implementation date is 1 July 2013. The minim um wage is RM800 satu bulan in Sarawak, or RM3.85 per hour. One of the reasons for the implementation of the minimum wages is to attract more local workers into employment and thus reduce the number of unskilled foreign workers. Sarawakians working in Joho re Bahru and Klang Valley may return to work in Sarawak, especially with the availability of jobs arising from the development efforts of the Government. However decision to choose the place of employment remains the absolute right of the local worker hims elf/herself. (5) Entry Permit For the information of Ahli Yang Berhormat for Pending, the granting of Permanent Residency is not a „right‟ but a privilege. Proper investigation and consideration of each case has to be done very thoroughly before BELUM DISUNTING 29 MEI 201 3 31 Y.B. Encik Chong Chieng Jen: Thank you, Tuan Speaker. I will proceed now with my motion. On 28 th May, 2013, an express boat called Mas Gawan hit the rock and capsized in the upper reac hes of the Rajang river near Belaga. It was found that the said express boat had a maximum sitting capacity of 75 but was at the prime of the accident, carrying at least 184 passengers. At the time of drafting this motion, it was reported that 170 were saf e, 14 missing while two bodies were found. While this tragedy has saddened everyone and many have rushed to their aids. It is also time that urgent action be taken by the Government, to ensure that such tragedy will not recur. On the surface, it may seem t hat the overloading of passengers by the express boat operator and the known enforcement on the part of Sarawak River Board that have caused the accident. However, looking beyond these obvious facts, the true cause of the accident is the 50 years neglect o n the part of Barisan Nasional Government to develop Sarawak such that 50 years after the formation of Malaysia, there are still no proper road access to the rural district of Sarawak. Until this day, there‟s still no road access from Kanowit to Song, to K apit, to Belaga despite several earth breaking ceremonies and promises by the Barisan Nasional‟s leader during the past election. A posting on the internet web news has most eloquently described the frustration of the Dayaks in the interior on Barisan Nasional failure of equitable development of Sarawak. “This is not the first river tragedy. There has been many senseless deaths in the past. The distance from Kanowit to Kapit is about 100km. Yet it is surprising to think why the construction is not even scheduled to be completed in the next five years? By contrast, the dual carriageway from Cameron Highlands to Bentong was completed in three years. Same distanc e and topography. The Barisan Nasional system is incapable of providing social economy justice. And further on, the YBs will provide RM300 Malaysia coffin for the dead. And the relative will be forever grateful. Such is the tragic commit that before our he lpless fellow Malaysians and human beings while in the clutch of Barisan Nasional. As such, a resolution must be taken in this House. One, the Chairman of the Sarawak River Board must be accountable. As such, overloading of the passengers has been occur ring repeatedly. Two, the Government must immediately implement the construction of the road from Kanowit to Song, to Kapit, to Belaga. And with the commitment to complete the construction within three years. That‟s my motion. Tuan Speaker: Ahli - Ahli Yan g Berhormat, this is my ruling. One, the motion is irregular or inadmissible. The motion should come under Standing Order 15, For the purpose of discussing and a definite matter of urgent public importance. Standing Order 23 (2)(d) should not be resorted t o in order to circumvent Standing Order 15 (2) which requires 24 hours notification. Therefore, the motion is irregular and inadmissible. The motion stipulated under Standing Order 23(2)(a) to (u) concerning the three pertinent points. (a) That a motion is without notice, (b) The Motion is concerning the procedure and process in the Dewan; and (c) The motion is relating to a matter of privilege or contempt of the Dewan. Second ground, two, I refer to page 394 of Erskine May Twentieth - Fourth Edition, page 394; “ Certain procedural motion relating to the transaction of business need be made without mortifications, without notice ”. Para 2; “ Motions arising out of a matter of privilege including motion for an order of the House to the Speaker to make out his w arrant for the issue of a writ for the election of a new member which are also move without notice ”. Ini disebabkan kerana banyak jalan dan kemudahan seperti Rural Electricity Supply dan Water Supply telahpun dapat sampai kepada lebi h daripada 85% daripada kawasan dalam negeri kita ini. Kita harap dalam masa yang pendek pada masa akan datang kita akan dapat mencapai lebih daripada 90% daripada kawasan - kawasan ini. Oleh sebab itu, kita telahpun cuba untuk menambahkan peruntukan kita di bawah Mid Term Review, daripada RM14,000 juta kepada RM18,000 juta sesuai dengan komitmen Kerajaan Pusat yang juga menyumbangkan sebanyak RM18,000 juta. Oleh sebab itu, kita percaya bahawa our rural development program is beginning to bite and our people is feeling happy with the result of the push in our development plan. Tuan Speaker, this year, marks the 50 th Anniversary of Sarawak‟s Independence from Britain by joining with Malaya and Sabah together with Singapore to form the BELUM DISUNTING 29 MEI 201 3 33 federation of Malaysia. Sarawakians, on Malaysia Day is the 16 September 1963 were freed from colonialization. From that day, we Sarawakians are in charge of our own destiny. We adopted a system of parliamentary democracy with elections for the State Legislative Assembly and Fed eral Parliament conducted at regular five year‟s interval. During each election, there have been free and enthusiastic participation by all political parties including those from the Opposition. The citizens in Sarawak make their choice and give their mand ate to the political party that wins a majority to govern the state of Sarawak. The electoral choice before the rakyat has since the first direct election in 1970, been between the service or track record of the governing party, namely Barisan Nasional seeking a renewed mandate from the people. Hence, the promises and grouses from the Opposition parties. The voting preferences made by the citizens of this country, free from the control of any external influences. The political parties involved are all re gistered as Malaysian organizations. That is the essence of the exercise of sovereign power by the people of a free and independent nation like Malaysia. Since the State Election of 2006, however, a new phenomenon has surfaced. External groups without a ny mandate from the people of Sarawak have carried out activities intended to influence the outcome of our general election, both at State and Parliamentary level to undermine or cause to collapse of the elected leadership of the State Government. Their mo tivation is purportedly their concern about the governance of the state and the alleged plight of the indigenous people but if what they do is subjected to impartial and careful analysis, their hidden agenda could clearly be discerned and that is to cause political instability, halt the development momentum and the economic growth that Sarawak has achieved since Malaysia Day, under its own democratically elected Government. And above all to install a Government in Sarawak that would be indebted to them and those who funded their despicable activities behind the fascade of these external forces is their plan to make Sarawak subservient to their agenda and those of their financiers. To me, this is a disguised attempt to introduce a disgust form of a recolon ialization. This external group, I am referring to include the Global Witness, the Bruno Manser Fund, Sarawak Report and Radio Free Sarawak. None of these organizations are registered in or are operating in Sarawak. They are not established by Sarawakians or at the request of Sarawakians. These groups together with their cohorts specialize in making malicious allegations to smear the State Government and its leaders including myself. Their scandalous publications normally appear just before a state election or a federal election. Such timing cannot be just pure coincidence, Tuan Speaker. From December 2010 till April 2011, that is in the run up to the state General Election in May 2011. A series of articles were published in a Sarawak Report a news portal publishing from England by residents of that country. These articles made sensational allegations about „land grab‟, wealth accumulations and indulgence in corrupt practices by myself and some of my Ministers. These allegations were repeatedly aired by Ra dio Free Sarawak, a radio station founded by a British woman and broadcasting from outside Malaysia. At that time I did not want to dignify these irresponsible purveyors of malicious falsehoods by responding to their allegations which I am fully aware were entirely baseless. As example, it was a less that I have bank accounts in Switzerland but at my request even the Swiss Authorities have not been able to find any account. That is attributed to me. Then when Petronas awarded a contract to a company within the Rimbunan Hijau Group, which was allegedly friendly to me, to explore oil and gas of Bintulu, I was accused for being involved in the award of that contract.
