Below is an e-mail i received this morning, please take a moment to read it. --------------------------------------------------------------------------------------------- Steven In the absence of any written documentation being submitted to either GMP or Manchester City Council Highways in particular, for this weekends’ event I take this opportunity to clarify a number of issues; · GMP cannot authorise or approve any events that are held on or affect the road network therefore as the event organiser it is your responsibility in the first instance to request permission from Manchester City Council & Rochdale MBC to hold the event. The on-going road-works on Rochdale Road affect your original planned route, therefore to minimize the risk to local residents please consider MCC Highways advice to use the signed diversion route rather than the local diversion you currently propose. The Good Practice Safety Guide issued by the Home Office in 2006 states that regardless of whether the event is held on or off the highway the primary duty of care for public safety rests with the organiser. In addition, where the nature of the event and the risk assessment requires that a road or part of a road be closed this must be done through the implementation of a Traffic Regulation Order (TRO) issued by the local authority for which a period of notice is required. Therefore: · In the absence of a TRO from the relevant local authority under no circumstance should any other vehicle movements be deliberately affected by those participating in your event · Bike Marshals have no powers to stop, control or direct traffic to facilitate the movement of the riders along the route · Neither TfGM Urban Traffic Control or Drivesafe will deactivate any red light cameras / speed detection devices along the route · All participants must comply with the provisions of the Road Traffic Act and the Highway Code The above is not intended to jeopardise the hard work involved in organising this tribute to Fusilier Lee Rigby, but to highlight the significance of compliance with legislation to minimize the risk of litigation to you as the organiser should an incident occur.
