It is clear that the community tried to designate this property as a public beach, which is how it has been used for 80 years, until Fred Kaseburg exploited a procedure error for his personal gain (and detriment to our community). On April 26, 1932, Shotwell, Muller, and numerous others filed a petition to vacate E 130th Street east of the Northern Pacific Railway right-of-way.4 On June 25, 1932, Shotwell and Muller executed a quitclaim deed conveying that same property to the Cedar Park Community Club, although the deed was never delivered. Shotwells and Mullers purpose in doing so was to designate the land as a community beach. On June 27, 1932, the King County Board of Commissioners voted to vacate the street at the end of E 130th Street (the area at issue herein).
