Besigye: Oulanya Better Than Kadaga Besigye: Oulanya Better Than Kadaga Former FDC president Dr Kizza Besigye has described the NRM-dominated Ugandan Parliament as a “spineless” institution which only “plays to the tune of President Museveni.” By Kenneth Kazibwe 9 hours 58 minutes ago Besigye was speaking in reference to remarks by the deputy speaker Jacob Oulanya that majority legislators cant debate simply because they do not do research. You recently saw them when they hurriedly passed resolutions and the next day they were off to Kyankwanzi. They later came back and denounced all that they had passed. Which kind of house is that? wondered Besigye. Some time they were paid Shs 20m .You remember when they were given only Shs 5m to pass the third term and now they are being given Shs110m. Which kind of legislators are these who the country ought to look up to but are being bought by only peanuts? Besigye further applauded the deputy speaker for coming out to highlight the inefficiencies in Parliament adding that Oulanya is now a reformed man. We all wondered how Oulanya who was at the centre of controversy changed to a better person and is now better than Kadaga. In fact when he is in Parliament, issues move on well and legislators have now started seeing Kadaga as the problem, said the FDC iron man during a talk show at CBS. There has been concern that majority of MPs dodge plenary sessions for private businesses. A recent survey showed that in the 9th Parliament, 34 MPs have spoken less than five times on the floor of the House in the last two years while another 105 had contributed less than 15 times to debates. The same report further showed that 34 female MPs contributed to debate less than 15 times in the first two sessions of the 9th Parliament. I agree 100 percent with Oulanya for realizing that the house has many members who need to be trimmed,” added Besigye in reference to Oulanya’s proposal that the country is struggling with a huge number of poor quality of lawmakers. “In fact its not only Parliament but the whole government including the so called advisors, presidential assistants and so many other offices that are used to waste tax payers money, Besigye explained.
