Basically, they want it to move from the post-war settlement social democratic models with their interwoven democracy, social care, civic society. etc. That is why it is useful for people to read the whole document, if they have the time. More specifically, it is difficult to single out one section of paper; the short section pp. 12- 13, The journey to national political reform, is important. This talks about those Euro countries which were previously dictatorships as being weak spots in terms of governance. Then the section which follows on in p.13+, The macro consequences of crisis management is useful. Crisis is the instrument which has enabled #KPMG, #Atos, #Unum to leverage governments into accepting the austerity narratives which we have all had to become familiar with now. The cuts, as I guess you know, arent really about paying off government debts but are about changing the way our economy and social welfare support system works; making a shift from state-run social services to corporate social services for profit.
