Breaking News. From: Liliane Landor [mailto:lilianelandor@me] Sent: 28 June 2013 12:39 To: Kate Riley Subject: Pakistan Perhaps a bit long but all the necessary details are there. This is something that Heba Yousef has put together. I have also separately attached something that I wrote but I think the one by Heba is better for circulation. Pls let me know if there is something else you need. I am now writing a separate note to you on the overall situation. Aak The Urdu service, which is part of BBC World Service Division, has been tasked with delivering 8 percent savings as part of the Comprehensive Saving Review (CSR) which is part of a BBCs wider strategy to deliver savings while continuing to improve the quality of output. We started our attempts to meet the CSR targets early 2012 by re-orienting the way we work, improving production staffs multimedia skills, encouraging staff to move freely between platforms. However, such measures were not enough to enable us to deliver the required savings because over 75 percent of World Service budgets go into staff salaries. This means that our room to manoeuvre within our existing budget is severely curtailed whenever we face stiff savings targets. As a result of the saving targets, the BBC decided to decrease its reporting capacity across Pakistan and decided to close down nine reporters posts. On 26th of March 2013, the BBC held a series of communication meetings with staff across Pakistan and communicated this decision to them. During the meetings, it was explained that we will follow a fair selection process in reaching a decision about redundancies and that a decision will be communicated to them starting 26th of April 2013. From 26th of March until 28th of April, the Urdu management team and Human resources assessed you based on your past performance as well as BBC future business needs. All reporters were assessed against the same criteria, which led to nine reporters being informed of our decision to make their posts redundant during the period from 26_28 April 2013. Following our announcement, the management met you and gave a detailed feedback on why this decision was taken. The termination clause in your contracts clearly states a one-month notice to be given from either parties, nevertheless, the BBC doubled this notice period, offering them a two-month notice in writing. Your notice letters included a section on the redundancy payment, which is in line with BBCPs policies and Pakistani labour law. The BBC believes it has made the right decision, given the budget constrains, and is confident that it has followed BBCs policies and Pakistani labour law guidelines throughout this process.
