CASTELO PROPOSES MULTI-YEAR SALARY GRADUATION SCHEME FOR ALL PUBLIC SERVANTS, SAYS LOWLY WORKERS SHOULD HAVE THE FIRST CRACK Rep. Winston “Winnie” Castelo (Liberal Party, 2nd District of Quezon City) today expressed support to the proposed salary increases of all public servants, but said it should start from the lowest employee in a multiyear salary graduation scheme that could start this year. In a statement, Castelo proposed three to five year graduation scheme could be three to five years, and depending on available public funds, lowly state workers should have the first crack. Lowly state employees, who barely eke out a decent living from their limited salaries, should enjoy the benefit of the projected salary increases, to be followed by the middle ranking workers, Castelo said. The proposed salary increases for the president, vice president, members of Congress and other state workers who belong to the grade levels to which these high ranking officials belong, should e the last in the proposed multiyear salary graduation plan, Castelo said. Castelo agreed to observations that it was about time to raise the salaries of all state workers because of the rising cost of living and inflationary pressures, but said it should not start with the president and other top officials The proposed omnibus salary standardization could lead to across the board salary raises, but it would make better sense if the lowly state works should have the first crack, Castelo said. Castelo said he has instructed his legislative staff to prepare his version of the proposed omnibus salary standardization law, but said he favored a gradual scheme instead of an across the board increases. #
