CATCH 22 SITUATION Any government contract work is done by calling the tender. The lowest bidder gets the contract. Now the problem is we dont get the quality if we bargain too much is the universal truth. So it happens that the one who bids the lowest has substandard materials. Solution to this problem is really difficult. If we get rid of the tender system these people will obviously hike the prices and there will be favouritism. What might be the solution ?
