CVC TIES CHAKMAS BY HORN AND EARS There is a need for strong leadership at the grass root level. Time and again it has been pointed out that some of our leaders succumbed to the pressure of local influential people and without any consideration or deliberations put signature on papers which may put the whole Chakma community including other Chakma leaders on difficult position. Here is an example from the letter by Chongkham Village Council dated 10/04/2013 with subject line "Lifting of Ban on Movement of Chakmas Residing in Re-settlement Camps of Chongkham-Namsai":- After threadbare discussion on the Chakma issue, the members present in the meeting unanimously decided to lift ban on the movement of the Chakmas residing in the Re-settlement Camps of Chongkham-Namsai w.e.f from the day they sign for the acceptance on the following terms and conditions:- 1. That, the Chakma leaders of all the Resettlement Camps shall sign on the deed of agreement as an undertaking to extend full co-operation with the local of Khampti-Singpho public in maintaining peace and tranquillity in the areas in future. 2. That, the Chakma leaders of all the Resettlement Camps shall handover the one remaining culprit involved in gang-rape incident. 3. All the authorized Chakmas of Lohit District shall reside in their respective resettlement camps. 4. That, the Chakmas residing in all the Resettlement Camps in the areas of Chongkham-Namsai shall not invite and give shelter to strayed Chakma coming from other resettlement Camps and territories for the purpose of cultivation and habitation into the Forest areas of Chongkham-Namsai. 5. That, the authorized local Chakmas who want to cultivate local lands or deal with contractual business with the local people shall require to have "PHOTO JOB CARDS" to be applied through respective camp leaders by giving detail BIO-DATA of the applicants which are forwarded to CV for onward necessary action to regulate the system. 6. That, since the Chakmas are not the native of this areas, therefore, they shall not acquire any interest in the land nor intrude into the areas of Chongkham-Namsai with an intention to develop the lands for habitation and cultivation purposes. 7. That, Chakmas shall not associate themselves with any anti-social activities like kidnapping and extortion on the local people of Chongkham-Namsai areas. 8. That, all contractual business like Timber operation, extraction of River bed materials, Fishing and Hunting etc. for commercial purpose shall require approval from Chongkham Village Council in case of Settlement areas under Chongkham Circle and Khampti Singpho Council in case of Namsai areas in writing duly signed by the authorised executive members of the council without which the deal shall become invalid. 9. That, the Chakmas shall not collect forest products like cane and bamboo shoots from any forest areas for commercial pupose. 10. Besides the above quoted conditions, any mojor points that may be included by the Tai Khampti-Singpho Council shall remain binding on all Chakma residing under jurisdiction of Tai Khampti-Singpho Council. The above 10 conditions laid down by the Chongkham Village Council (CVC) has been duly signed by the Chakma Village leaders as an agreement of acceptance. Now, the Chakmas of Chongkham are like bulls tied down by the horns and ears. These conditions are like imposing IPC 144 by CVC. Can Chongkham Village Council (CVC) impose ban on the movement of Chakmas? What kind of authority does CVC have? Why the Chakma leadership of Arunachal Pradesh is so quiet on the issue? WAKE UP SIR!
