Calley Signs Mental Health Diversion Bills Lt. Gov. Brian CALLEY today signed legislation aimed to divert mentally ill people into treatment instead of jail time. SB 0558, sponsored by Sen. Tonya SCHUITMAKER (R-Lawton), focus on individuals who are at risk of entering the criminal justice system and not receiving mental health services in a county jail. County law enforcement and community mental health service programs would create policies and practices designed to get mental health assistance to those who need it. SB 0557 is a companion bill that grants funding flexibility for local community mental health service programs to provide mental health services to the in-jail population. “It is important for communities to come together and create a plan for providing individuals with mental illness the services and treatments they need. The policies and practices created have the potential to yield more effective long-term solutions that are also more cost-effective for taxpayers,” Calley said in a statement. “Through treatment, we can help those with mental illness overcome underlying problems, which may reduce recidivism and help them to lead better lives. Its a comprehensive form of smart justice that will make Michigan healthier and safer.” The bills are now Public Acts 28 and 29. The legislation complements the work of the Mental Health Diversion Council, which Calley chairs. He also chairs the Michigan Mental Health and Wellness Commission. This isnt the first time Gov. Rick SNYDER has managed to be out of the state when mental health legislation needed a pen. Last December, Calley signed legislation to expand Michigans mental health court program. Previously, he signed Autism-related legislation.
