Case #13-11363 & #13-11366 On 8-29-2013 at 2100 hrs, Patrol Deputies from the Sheriff’s Porterville Substation concluded a month long investigation resulting in the arrest of three subjects regarding narcotics possession and sales. Deputies learned that a wanted felon may be at a residence in the 1500 block of East Success in Porterville. Deputies went to the location and were authorized access to the residence by one of the occupants. Deputies made contact Richard Frost and Johnnie Andrews, both on active probation, as well as Cheri Franks. Richard Frost originally attempted to give a false name but was recognized and known to the Deputies. A search was conducted of the probationers based on their terms of probation and both were found to be in possession of narcotics. While attempting to detain Richard Frost, he resisted arrest. Deputies were able to detain Frost and arrest him for possession of narcotics and resisting arrest. Due to the narcotics located during the search of the probationers and the ongoing investigation, the deputies obtained a search warrant for the residence. Deputies found an additional amount of methamphetamine in the residence along with digital scales and packing materials.
