They knew that if people found out, there would be a strong opposition to their location in Michigan, the heart of the Great Lakes. By the time the word got out about what was happening, the woods were destroyed and the plant built. Local residents have held a non-binding referendum on the issue of Ice Mountains permit, and found that county-wide there was an overwhelming majority who opposed the plant (90%). In a classic case of corporate interests over democratic local control, the plant continues to operate, making over $1.8 million a day in profit. Detroit was primed for privatization in what appears to be a world-wide pattern of privatization. According to Sanjay Sharma (Water Workers Alliance, Delhi, India), the formula goes something like this: defame, de-fund, deregulate and privatize.
