Crime deterrence is a function of probability of being caught, probability of being punished, severity of the punishment. In the US the first two are exceedingly low. According to the FBI, In 2010, 47.2 percent of violent crimes and 18.3 percent of property crimes in the Nation were cleared by arrest or exceptional means. Exceptional means means the suspect died or or we know they did it but cant prove it and theyre in jail any how so why bother. So, for real deterrence to happen, we should increase the probability that criminals are caught and punished. Only increasing the severity of the punishment isnt deterrence. Its scapegoating.
