DANISH REFUGEE COUNCIL INVITES APPLICATIONS FOR THE POSITION OF LEGAL OFFICER - ADJUMANI Background Danish Refugee Council (DRC) is a private, independent humanitarian organisation working to provide durable solutions and promoting human security. In Uganda, DRC works in north, north-western, south-western and north-eastern regions in a range of emergency/development support for the communities in need (for more information go to drc.dk). General objective The Legal Officer’s (LO) primary function is to ensure quality implementation of the legal assistance component and synergy with the larger protection and community services components which constitute the overall DRC program. She/he is responsible to identify and train para legal staff members, to develop relevant IEC material to disseminate main information on legal concerns for refugees and host community. The LO is also responsible for representing refugees in courts and to support the preparation of their legal dossier in coordination with the OPM and UNHCR. The LO is also responsible to represent DRC in any relevant field based thematic meetings with stakeholders and otherwise as needed. In addition, she/he will be responsible for complying with donor and internal DRC reporting and accountability policy and procedures. He/she is also tasked with providing technical assistance and guidance to mainstream the legal component across programs in all sectors. Specific tasks and responsibilities Coordination and representation • Develop relationships with a range of key stakeholders including donors, Local Government and other stakeholders on this specific thematic area. • Representation of DRC and active participation in the local working groups and any other meetings as requested. • Close co-ordination in project implementation with partners, especially UNHCR legal officers and other UN agencies and national/international NGOs, including referrals, protection gap analysis, and advocacy. Project development, implementation and reporting • Under the supervision of the Protection and Community Services Coordinator, contribute to the strengthening of the thematic area in DRC programming. Also identify legal assistance gaps with a view to generating ideas for future projects with strong impact for children and youth. • Support the protection assessment and ongoing risks analysis in order to design adequate integrated protection responses. • Provision of technical support to staff members in linking DRC Adjumani’s program to relevant international framework, conventions, and national legal documents and articles. • Under the supervision of the Protection and Community Services Coordinator, ensure that all the approaches and tools are developed in synergy with the overall DRC’s protection initiatives at the program level. • Work closely with the other program components to maximize program output and impact. • Ensure quality implementation, monitoring and evaluation for this related component in West Nile. • Make sure that all the legal assistance work adheres to protection standards and principles as well as DRC guidelines and accountability standards. • Develop advocacy points based on assessment of situation and risks. • In collaboration with the Adjumani Programe Manager/Head of Adjumani Operation and the Protection and Community Services Coordinator proactively contribute to quality and timely monthly, quarterly and annual reports. Staff development and management • Provide technical and programmatic leadership for the DRC protection staff members and community based mechanisms in Adjumani operational area. • Develop staff performance measurement and targets and appraise them based on the set targets, as needed. • Conduct daily field visits to support field staffs - mentoring - through technical back stopping and to train duty bearers. • Uphold DRC’s code of conduct and principles of accountability. Budget monitoring • Support the Protection and Community Services Coordinator to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups. Qualifications and qualities • Minimum a Bachelors degree in any of the following: Law, Human rights, Social sciences or any related field. • 3 years professional work experience in legal protection and assistance, especially for refugees and INGOs or UN. • Proven record of providing trainings and workshops on different protection areas: international law, refugee law and international humanitarian law including Uganda law. • Excellent analytical, strategic and communication skills. • Strong Computer literacy and Report writing skills. • Strong interpersonal skills and demonstrated ability to establish effective working relations with the other team members and other stakeholders. • Ability to work under pressure, culturally sensitive, and ability to work with minimal supervision.Conditions for the positions • The Position is contract based. • Remuneration and benefits are as per DRC Uganda standard salary scale and benefit package.
