DBM Rolls Out Online BEDs for Efficient Submission of Budget Execution Plans and Targets Effective 2014 Following the approval of National Budget Circular No. 550 which prescribes the changes on the submission of budget execution plans and target for 2014, the Online Budget Execution Documents (BEDs) System will be rolled to implementing agencies on November 18, 2013, Monday. Known as the Online BEDs, this web-based system will simplify the preparation of budget execution documents – lessening the forms to be manually accomplished, complying with the requirements of the Budget-as-Release Document Policy, Performance Informed Budgeting Structure of the 2014 National Expenditure Program (NEP) and the Unified Account Codes Structure (UACS). The Online BEDs will facilitate easier preparation and prompt submission of BEDs containing the agencies’ physical and financial plans and targets, and monthly disbursement program. With NEP 2014 data and UACS codes already up in the online system, agencies will only have to key-in the amounts. They simply need to print the accomplished BEDs directly from the system, sign and submit them to DBM on or before November 30, 2013. Moreover, Online BEDs will enable agency Central Offices to generate consolidated reports of the BEDs of their attached agencies, regional offices and operating units. In line with Public Financial Management reforms, Online BEDs is crucial for the efficient cash programming and timely issuance of cash allocations to fund the implementation of government programs and projects.
