DDB decisions not being implemented DDB meetings reduced to tea, scone parties: Harsh Jammu, June 18: Harsh Dev Singh NPP MLA and its chairman has lambasted the state govt. for making the District Development Boards (DDBs) redundant by blatantly disregarding and dishonoring their decisions and resolutions passed in such meetings. He said that DDBs were conceptualized in the past with the objective of ensuring holistic and balanced development of various districts of the state by bringing all govt. Deptt. on a common platform with active association of elected representatives of people. He said that the concept of DDBs envisaged formulation of plans and proposals for various govt. Deptts. in respect of works to be executed during the relevant financial year. The plan proposals required the authentication of Board members including MLAs to be followed by accord of formal approval of Chairmen of DDBs. He said that the DDBs were supposed to hold thread bare discussions on the working of various govt. deptts. and suggest measures for betterment together with their priorities in respect of works to be executed during the concerned financial year. Regretting the highly apathetic and negligent approach of the authorities concerned, he pointed out the DDBs had become mere rituals and tea and scone parties with the govt. showing the least concern for the decisions of such Boards. He said that the Action Taken Reports (ATRs) of the past four years of DDB decisions indicated that more than 80% of the decisions of such Boards had still remained un-implemented. He pointed out that the said decisions pertained to major deptts. and related to provision of basic essential services to the people. He said all such decisions relating to provision of portable drinking water, drilling of hand pumps in chronically water deficient areas, provision of health care facilities, creation of new health centers, upgradation of schools, provision of accommodation in schools, deployment of teaching staff in staff deficient schools, power crisis in affected areas besides others had gone unheeded and un-addressed for the last several years despite categoric resolutions of said boards. He said that the issue of persistent dishonor of DDB decisions was raked up in successive sessions in Assembly besides other forums but all entreaties and calls of the legislators had fallen flat with no positive response emanating from the govt. side. Harsh dev Singh further expressed grave concern over the surrender of Rs. 2100 crore by the state govt. which was declined by the planning commission of India due to utter negligence of the state govt in utilization of available funds. He said that the people of the state were the ultimate sufferers in terms of development as the assured funds didn’t percolate down at the District Level for addressing the concerns of general public and for mitigating their hardships. He castigated the govt. of affecting a cut in the District plan of all districts for previous year i.e 2012-13 which was reduced by 30%. He regretted that the District Plan of District Udhampur which was finalized in DDB meet of 2012-13 with an outlay of Rs. 95 crore was subsequently curtailed and only Rs. 72 crore were made available to the said district during the said financial year. He deprecated such moves of the govt. and sought explanation from it for negligible delivery and loud pronouncements repeatedly made by it hood wink people.
