Koppal police arrested 52 people and registered cases against 96 persons. Tension was sparked after a few upper caste men quarrelled with some youths when they went to Gangavati town to watch the Kannada film Power. Bhimesh Hanumantappa, a dalit who filed a police complaint, said said clashes were common between the two communities. Manjunath and some others, belonging to the upper caste, had a quarrel with some youths at the cinema. They presumed that dalit youths were behind the clashes in Gangavati. On returning to the village, Manjunath and 95 others attacked dalits and set fire to four huts, he said. Channaveerayya, who was arrested, alleged that dalits themselves set fire to their huts and filed a complaint. We were not in the village when the incident occurred, he added. Gangavati Rural CPI Prabhakar Dharmatti said, Two cases were registered — one against 96 persons and another against 67 persons. The accused belong to both communities. They have been demanding strict action against the accused. The girl, who belongs to the Dalit community and is a student of Class IX, was found dead under mysterious circumstances after being stalked by some youths of Dhobi village on Thursday. Activists from various organizations took out a candle march in Hisar on Saturday evening demanding arrest of the accused. Police have also arrested the main accused, Sunil Kumar, besides rounding up three others. Sources said, The family of the girl and others are demanding strict action against the accused saying they should be booked under the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act. Family members and other villagers decided not to claim the victims body till the police registered a case. Police spokesperson Chander Bhan said, A case of molestation and abetment to suicide has been registered. The special crackdown came in the wake of numerous complaints regarding the discriminatory practice being followed in eateries across the district. Based on the complaints, Superintendent of Police (SP), Asra Garg, constituted special teams, which raided several shops on Saturday. The teams found six shops - two in Pennagaram police limit and four in Panjapalli police limit - practising the ‘two tumbler’ system in dealing with their customers. Based on the initial findings, D Shanthi (30) and K Sivalingam (50) were arrested in Pennagaram police limit while Veerapathiran (61), Murugan (55), Chittayan (56) and Devaki (49) were taken into custody from Panjapalli. “The eateries were using different utensils for customers, based on their caste. While higher caste people were served in proper vessels, Dalits were given food in disposable plastic plates and glasses. This sort of discrimination had been prevalent in the shops for quite some while,” a police official added. The drive in the district, notorious for female infanticide and caste clashes, was aimed at curbing such discriminatory practices, sources said. All the six persons were booked under Prevention of Atrocities against SC/ST Act and lodged in Salem Central prison. Meanwhile, K Vediyappan, a Dalit activist, told Express that despite several attempts by the governments, such discriminatory practises were still followed. “Earlier, in shops, the Dalits were given tea in coconut shells. With change in times, the discriminatory tactics have modernised. If a tea shop owner suspects a customer to be from Dalit community, he serves tea to them in plastic cups.” According to him, ‘twin tumbler’ system was prevalent in the interior villages of Harur, Bommidi and Pappireddipatti. “In Kalapirai village of Harur, the Dalit people are still not allowed to wear footwear while crossing the caste Hindu residential area. Police must extend their drives to Harur and Pappireddipatti areas,” he added. Speaking to Express, Asra Garg said, “We are looking into the issue. Christian community leaders in Greater Noida said allegations of forced conversion had been trumped up and were aimed at creating mistrust in the district. The Gautam Buddh Nagar police said the 10 pastors were allegedly participating in a fasting ritual, which was not connected to religious conversion, at Kulesra village. But, SP (Rural) Brijesh Kumar Singh said since they had received complaints from villagers, the matter would be investigated. Police said no FIR had been filed yet. Meanwhile, protests outside the police station reflected the growing communal tension in the area. Reverend Wilson Joseph, president of the Calvary Ashram Seva Sangh, has been working in Uttar Pradesh since 1992 and has been in Greater Noida for the past 12 years. “I have never seen this kind of communal tension. However, minority activists alleged that rumours of “forced conversions” were being spread with the intent of spreading communal tension to reap political dividends. “Hindu organisations connected to the RSS and VHP are spreading tension based on the propagation of their ideology that Christianity is inherently alien,” John Dayal, civil rights activist, alleged. Of these, 74 cases are of atrocities against scheduled caste persons, while 14 cases are specifically related to violations of rights of persons in police custody. The full bench of the commission, inclusive of the chairperson Justice KG Balakrishnan and members Justices Cyriac Joseph and D Murugesan and SC Sinha, would hear the cases at the RCVP Noronha Academy of Administration. The full bench would hear 31 cases from 10.00 am till lunchtime on September 11. The rest of the cases would be heard by single or double member benches on September 10 and in post-lunch session of September 11. On September 12, the commission members would meet the representatives of NGOs, the chief secretary of state, the director general of police and other senior administrative and police officials. CS directive In view of the upcoming open hearing, the chief secretary Anthony de Sa on Friday held a videoconferencing with district collectors of over a dozen districts to which the cases pertain. The chief secretary reviewed the status of the action taken in connection with the complaints and the consequent notices of the NHRC. After finding that many districts did not take the notices of the commission too seriously, the district collectors were asked the resolve the cases at the earliest and pay compensation to affected parties as and where required. The chief secretary asked the collectors to send out the compliance report to the NHRC and also to the human rights cell of the state general administration department so that update on the compliance could be maintained and ensured. The institution, launched to provide free coaching to SC, ST and BC candidates for competitive examinations, is now in a state of neglect, primarily due to lack for funds. The study circle had gained name and fame for successfully coaching several Group II officers in the past. Shockingly, it has remained idle for the past several years due to lack of infrastructure and funds. The study circle was inaugurated at the Dr Ambedkar and Babu Jagjivan Ram Bhavan on the banks of Ryves canal in 2005. Initially, state government officials were enth0usiastic and coach-ed unemployed youth. The study centre has the capacity to accommodate 100 students. Several candidates, including women were selected as ACTOs and were recruited in other government departments. That was in the past. Now, the study circle needs at least Rs 20 lakh to start coaching candidates appearing for Group I examinations. The study circle provides three months training, including facilities like boarding and lodging for the benefit of students of rural areas too. At present, a look at the dormitory is evidence of the institution’s neglect. While broken cots lie in the dormitory, the libra-ry is filled with broken chairs. Ravi Kumar, an engineering graduate, said that the study circle sho-uld be renovated and ma-de fully functional again to provide coaching to you-th appearing for the Group I and II exams. Minister for social welfare Ravela Kishore Babu inspected the study circle on Saturday and expressed concern over the poor infrastructure at the centre. With the election code in place, Mr Kishore Babu could not make any promise. They were rushed to the hospital where their condition was said to be stable. According to police, Babybai Vishwakarma, Sanjay Vishwakarma and Sunil Vishwakarma, who hail from Hinotia village under Nazirabad police station limits in Bhopal district, had come to the police headquarters to complain about disappearance of Ramcharan, a family member. According to them, local police were not probing the case seriously. As a person accompanying them went inside to meet an official, Babybai, Sanjay and Sunil, who were waiting in the parking lot, suddenly drank insecticide. As they started vomiting and fell unconscious, all three were shifted to nearby hospital. Their condition was now stable, said police spokesperson Pradeep Bhatia. Ramcharan had disappeared from the village some days ago following a dispute with the panchayat secretary Jitendra Shrivastava, he said.
