I wish to share my suggestions regarding the BIFURCATION OF ANDHRA PRADESH STATE for your perusal Sirs. Our present Central Government have taken the revolutionary steps by introducing the various Acts/Schemes like Food Security Bill, Right to Information Act-2005, Right to Education Act, Disaster Management Act, M.G. National Rural Employment Guarantee Scheme, National Parents and Senior Citizens Welfare Act, Land Acquisition & Rehabilitation Act etc duly giving importance to the common man’s desires and ambitions. And with that hope only, I made this attempt to express my opinions/suggestions/ambitions regarding the following THREE ISSUES pertaining to the bifurcation of Andhra Pradesh State and also, expressed my opinions regarding some steps to be taken up for the further development of our India Sirs. 1. DEVELOPMENT OF BACKWARD AREAS IN THE TWO STATES 2. REVENUE PROBLEMS 3. ARTICLE-371(D) OF THE CONSTITUTION OF INDIA 1. DEVELOPMENT OF BACKWARD AREAS (a) UNIFORM DEVELOPMENT: All of us clearly aware that the present problem is cropped up due to uneven/unequal development of Andhra Pradesh. Hence, let us please made all districts in both the States to be developed uniformly as for as possible (as was happened in Tamil Nadu State). For achieving this, I herewith share the following suggestions, with a request to examine the same Sirs. The districts/areas (in both the States) having fertile lands and reasonably good monsoons/water availability can be developed by encouraging the Agriculture and Agriculture based industries only. But, other types of industries especially, the industries requiring large extents of land cannot be proposed in these fertile lands, so as to safe guard our existing agricultural land. The districts/areas (in both the States) having barren/waste lands with unfertile soils, low seasonal rains/availability of less water can be developed by encouraging the promotion of various industries especially requiring large extents of land, Solar Power Generation, Wind Power Generation, Special Economic Zones (SEZs) etc duly making good use of these barren/waste lands, which are not useful for Agricultural purpose. The districts/areas (in both the States) having ores and various mineral reserves can be developed by encouraging the promotion of mining activities, metal extracting industries/factories and connected industries there itself, so as to reduce the transportation costs and thereby, getting the cost effectiveness and also, creating employment opportunities for the local people. The districts/areas (in both the States) having good infrastructure facilities can be developed by encouraging the promotion of Information Technology Parks/Software Industries, Trade Centers/Commercial activities, Corporate Hospitals, Hotel Industry, Amusement Parks etc. whichever is possible. In the districts/areas (in both the States) having Tribal population, the activities which can further improve the livelihood of tribals as well as the quality of their life are to be encouraged with the special packages of the Government. This kind of action is also, mostly helpful in controlling the Naxalism in tribal areas. The districts/areas (in Seemandhra area) having coastal line can be developed by encouraging the promotion of Harbors, Export Oriented Economic Zone (EEZs), Thermal Power Plants (which have to be away from the residential areas as per the ecological aspects),Tidal Power Plants (based on the energy of the Tide waves from the sea), Fishing Industry, Water Ways (transportation through sea water), Iodized Salt making Industries, Plants for desalination of sea water for getting drinking water, Development of beaches and beach resorts for encouraging the tourism etc. (b) ESSENTIAL NEEDS: For the development of any area, the essential facilities/needs like Land, Water, Power, Transportation,Man Power etc are required. Let us please examine the following aspects Sirs. Land: As per the latest Census -2011 of India, the land availability and the density of the population are comparatively reasonable in Andhra Pradesh. Hence, the available land can be utilized properly for the development of the both the states. Water: After getting successful completion of the ongoing Irrigation Projects under ‘JALA YAGNAM’ in Andhra Pradesh, sufficient water can be expected for Agriculture and as well as Industrial purpose in entire area of both the states. However, first, let us complete all the Irrigation Projects, which are already taken up under ‘JALA YAGNAM’ in both the States successfully. Because, we have already invested a huge amount of Public Money on these projects. Also, sufficient water needs to be stored in these projects for future requirements of Agriculture sector, for drinking purpose, for power generation, for industrial purpose, for ground water recharging etc. Power: Already, the entire Andhra Pradesh State (both the areas) is suffering from severe power shortages. The construction of some new Thermal Power Plants and Hydel Power Plants is going on. The future demand for the power is estimated to be very high due to increase in Agricultural activities, industrialization, domestic usage due to increase of population, for running ongoing lift irrigation projects etc. Hence, encouragement of other sources of power generation like Solar Power Generation and Wind Power Generation needs a lot in these two states, especially, in Telangana Region. NOTE: It is learnt that the cost of Solar Power Generation is being reduced considerably day by day due to up gradation of technology in solar panels and hence, taking advantage of this, let us please promote Solar Power Generation as much as possible. TRANSPORTATION FACILITIES: (1) Existing transportation facilities in these two areas are not sufficient. The same are needs to be increased and improved. Especially, special focus is required on village roads. (2) Development of water Ways (transportation through rivers as well as sea waters) have to be examined in both the states. As the coastal line is also available (along the Bay of Bengal) in Andhra Region, the transportation through sea waters have to be promoted in a big way. Also, the transportation through the existing Baking Ham Canal (connecting Vijayawada and Chennai), which is formed by the then British Rulers, needs renovation and made useful for transportation. (3) Already proposed new railway lines, gauge conversions and doubling of railway tracks are to be completed at the earliest possible by paying special attention. NOTE: While developing the transportation through water ways, proper care has to be taken, such that the livelihood of the fishermen community and the interests of the fishing industry does not affect. Man Power: The man power i.e. skilled, semi-skilled and unskilled (available locally as for as possible) are to be utilized in the development activities in both the states (after proper capacity building and trainings) so as to control migration of the people to the cities seeking livelihood and employment opportunities. Thus, let us please avoid unnecessary excessive urbanization. NOTE: The existing Engineering Colleges, Poly technique Colleges and Industrial Training Institutes (in both the states) are sufficient. But, the curriculum and the syllabus are to be modified and made to be need based and made suitable for the present requirements of the society. (C) DEVELOPING ANOTHER CITY/AREA PARRALEL TO THE FORMATION OF THE NEW STATE CAPITAL: It is very important that one another city has to be developed in other area as equally as possible along with the formation of new state capital. It means that, If new state capital is proposed to be developed in costal Andhra Region, then another suitable town in Rayalaseema Region is also to be developed as equally as possible to that of the new state capital and vice versa. Otherwise, agitations will be cropped up in Andhra Region or in Rayalaseema Region as the case may be in future. We are now facing problems due to excessive investments and developments only in Hyderabad one side and without such investments and developments in any another city on the other corner of the state. Hence, finally, let us please examine, how to develop all the 23 districts uniformly and as equally as possible by special packages for under developed districts/areas, proper utilization of all the resources available, distributing various investments and proposing various organizations in different locations in all over these 23 districts. 2. REVENUE PROBLEMS SHARING OF ASSETS: The assets created/developed in Hyderabad city after the year 1956, are with the revenue from all the people belongs to both the areas i.e. telengana as well as seemandhra regions. In the same way, the assets created/developed in the entire Andhra Pradesh other than Hyderabad city i.e.in other 22 districts after 1956,are also with the revenue from all the people belongs to both the areas i.e. telengana as well as seemandhra regions. But, the assets created/developed in Hyderabad city are extremely more when compared with that of other 22 districts. Hence, a rational and a reasonable formula have to be evaluated and adopted, while distributing the assets in Hyderabad city. SHARING OF LOANS: Various developmental activities are being taken up in entire state of Andhra Pradesh with the help of loans borrowed from the Central Government as well as from the International Organizations like World Bank, JICA, ADB, IMF etc. The burden of clearing these loans need to have distributed between these two states according to the extent of benefits (with the said loans) that are going to be enjoyed by the two states. FORMATION OF THE CAPITAL FOR THE NEW STATE: All we know that the new state proposed to be formed will not in a position to bear the expenditure for the formation of New State Capital. The Central Government must have to give budgetary support for 4 or 5 years or by the International Funding like World Bank loan etc. to form the capital for the New State with the reasonable infrastructure developments. The loans taken if any, for this purpose has to be cleared by the Central Government only. However, the New State Capital with all facilities has to be formed as early as possible so as to shift the administration of New State from Hyderabad immediately (for the sake of various reasons). NOTE: The infrastructure developments and the facilities are to be made available in the Capital for the New State in such a way that it can attract various investments from entire country and entire world as well. Then only, the New State can able to generate reasonable revenues and employment from these investments and withstand on its own forever. CONTINUATION OF THE EXISTING WELFARE SCHEMES: In addition to Central Government Welfare Schemes, various State Government Welfare Schemes are also running presently in the state of entire Andhra Pradesh. The schemes (some of these with Central Govt assistance) are like scholarships for students of various categories, fee reimbursement for students of various categories, Free Electricity for Agriculture, old age pensions, widow pensions, Bangaru Thalli Scheme (for welfare of girl children), Arogya Sri (free medical aid),Free Ambulance- 108 & 104, one KG rice for Rs 1/-, various labour welfare schemes etc for white card holders i.e. for the people Below Poverty Line (BPL) and also others (consisting of more than 60% of total population in all the 23 districts now). NOTE: Most of the BPL people are from the weaker sections like Schedule Castes, Schedule Tribes, Other Backward classes and minorities. Let us please examine how to make continue all the present running welfare schemes in both the states by hook or cook, even after the distribution of assets and loans. Some reasons are mentioned here as an example. Even by implementing so many welfare schemes, the quality of life of the BPL category people (which are of mainly from weaker sections like scheduled castes, scheduled tribes, other backward classes and minorities) is not considerably good. Hence, for one reason or another, if some of the above welfare schemes, which are being enjoyed by them now, are cannot be continued. Then, the social unrest especially, in youth will be cropped up and the un-social events like thefts, robberies, murders for money, rape cases etc will be increased more. If fee reimbursement and scholarships for students are cannot be continued, the students of BPL category cannot proceed with their further studies.Then, this youth power (supposed to be utilized for our Nation Building), will be misused for un-social events. Naxalism will also be become uncontrollable, as we all know that Naxalism is a social problem and it is not at all a political problem. Arogya Sri and Free Ambulance Services for the BPL people are to be continued considering it as our social responsibility. These people cannot afford the huge amounts on their health problems as they are now suffering a lot, even for getting their food every day. The Scheme of Free Electricity for Agriculture is to be continued because the farmer community now a days is facing already many problems in so many directions like natural calamities, lack of proper marketing arrangements & storage facilities, non-availability of seeds, fertilizers, pesticides etc in a sufficient quantities and in time etc. Many of the age old parents now taking care by their children (especially, in weaker sections) due to old age pensions and widow pensions. Thus, the beauty of our Indian family system and the true spirit of the National Parents & Senior Citizens welfare Act are being somewhat get made reflected. As a whole in a nut-shell, let us please have to examine seriously and resolve the solution to continue( in both the states) all the running welfare schemes in one way or another for the reasons as we discussed above and as per the true spirit of the Directive Principles of our Hon’ble Constitution of India Sirs. CLEANING OF HIGHLY POLLUTED WATERS OF HUSSAIN SAGAR LAKE IN HYDERABAD CITY: It is learnt that by spending a huge amount (by taking the loan from the JICA), the Hussain Sagar Lake in Hyderabad city is being tried to be cleaned, with the process of purifying the whole existing water of the Hussain Sagar In this regard, let us please examine that instead of purifying the whole existing water (which was already polluted heavily and become toxic) of Hussain Sagar Lake, it is better to make empty the whole Hussain Sagar for a once, by allowing the entire water outside (through the existing surplus arrangements) and after, the exposed silt deposits of the Hussain Sagar bed is to be get removed. This process will be very cheaper and more effective. By adopting this process of removing the silt from the bed of the Hussain Sagar, we can also get benefitted in other ways as detailed below. As a big quantity of silt deposited is being removed from the bed, the storage capacity of the Hussain Sagar increases considerably and more water can be stored in the lake in future. Due to removal of silt and increase in the storage capacity of the lake, the infiltration capacity of the bed increases. Hence, the rate of recharging of the ground water of the surrounding areas is also increases considerably. NOTE: The Hussain Sagar can be made empty easily in summer due to the less quantity of water in the lake. Subsequently, the process of removal of silt can be taken up immediately, such that Hussain Sagar can be automatically refilled with the fresh waters that are going to be received from the next immediate monsoon rains or otherwise, filled completely with next year monsoon rains. However, let us please take utmost care while letting out this highly polluted lake water to outside (through the existing surplus arrangements), such that the downstream areas and water bodies cannot be polluted with the same. The effluents, sewerage and the factory waste etc cannot be allowed to join into the Hussain Sagar Lake further, of course, which is always required and even now. 4. ARTICLE 371(D) OF THE CONSTITUTION NECESSITY OF THE CONTINUATION OF ARTICLE 371(D): Let us please examine first, whether the continuation of the Article 371(D) is necessary or not. If we strongly decided to develop the areas / districts (in both the states) of under developed on par with the already developed areas/districts, with special packages, then, let us please not to continue the Article 371(D) in both the states. REDEFINING THE ZONAL SYSTEM: If we felt that the continuation of the Article 371 (D) is necessary, then let us reform and redefine the present zones only based on the backwardness of the districts and not as per the geography of the districts. Otherwise, if we mix the under developed districts with the developed districts, the people from the under developed districts cannot compete with those of developed districts in all aspects. Thus, the true spirit of the Article 371(D) could not be achieved. Taking for example, in Andhra Region, the Prakasam district (which is very backward district) is now combined with the developed districts of Nellore and Guntur (under zone-3) duly considering the geographical aspects only. Likewise, in Telangana Region, the under developed Mahboob Nagar district is combined with the highly developed Hyderabad and Ranga Reddy districts (under zone-6) duly considering the geographical aspects only. NOTE: Let us please examine to reform and redefine the zones in both the states duly adopting a reasonable and rational mechanism. 5. GENERAL ASPECTS NAME OF THE CAPITAL OF THE NEW STATE: Let us please examine to keep the name of the New State Capital in loving memory of any one among of our 100% real Indian Patriots, who had willfully sacrificed their lives and died in the hands of British rulers for want of freedom of our India without any selfishness and any type of expectations. Let us consider the name of this Hon’ble freedom fighter irrespective of the religion, caste, gender, state etc,but, it must be of a 100% pure Indian Patriot. Because, not only our India, but, the whole world have to pronounce his name by the way of the name of Capital of the New State for a long time, probably, even for centuries. However, let us please decide the name of the Capital of the New State only based on opinion of the majority people. AVAILING JOINING TIME BY THE EMPLOYEES (After getting transferred): After getting transferred from one place to another place, now the State Government Employees are forced to avail the Joining Time (of one week), as their joining time get starts immediately after their relief at old station. It is being felt very difficult by the employees to search immediately for suitable schools/colleges for their children and suitable house (especially, in the area of new and unknown to them) and getting shifted the family immediately at the new station. Hence, let us please examine to allow the Government Employees to avail their joining time (one week) and the Transfer Travelling Allowance in a period of 3 MONTHS from their date of reporting at the new station, such that they can comfortably search for the suitable schools/colleges for their children and suitable house for shifting their family to the new station as per their convenience. This is not at all a new concept and is already being followed in many of the Nationalized Banks, taking for example as State Bank of India. Also, by adopting this procedure, there will not be any extra financial loss or other losses to the Government. SETTLEMENT OF RETIREMENT BENEFITS ON THE DAY OF RETIREMENT ITSELF: Now, the retired Government Employees have to wait for a long time to get their retirement cum superannuation benefits like Commutation of Pension Amount, General Provident Fund Amount, Gratuity Amount, Leave Encashment Amount etc. Hence, let us please examine to facilitate the Government Employees to get all their Retirement Benefits on the day of their retirement itself. This is also not at all a new process. In our Indian Railways Department, the employees are being settled all their retirement benefits on the day of their retirement itself. NOTE: Let us also please examine to follow the same office procedures that are being adopted in Indian Railways Department (or with some suitable modifications required if any) and settle all retirement benefits in the form of cheque to all the State Government Employees on the day of their retirement itself. COFIDENTIAL REPORTS OF THE EMPLOYEES: Now, all the State Government Employees having Confidential Reports with adverse/negative remarks only are not being considered for promotions and all others are getting promoted only on the seniority basis irrespective of their efficiency level mentioned in their Confidential Reports (except for high level selective posts, which are very very less in number) i.e. satisfactory, good, very good, exemplary etc. If this is the procedure, inviting Confidential Reports every year from the lakhs of employees is not at all necessary and is waste of time, man power, stationery, storage arrangements (to safe guard all these lakhs of Confidential Reports every year) and many more. Hence, let us please examine to adopt a procedure of inviting (every year) the Confidential Reports of only the employees having adverse/bad remarks and unsatisfactory efficiency and also, for the employees who are to be promoted to high level selective posts (these employees are very very few) based on their performance level. Otherwise, if we feel that the verification of Confidential Report is an important aspect for giving promotion, then let us invite the Special Confidential Reports of only the employees whose names are proposed to be considered for promotion in that particular year. For all others, the inviting of Confidential Reports is not at all necessary. APPEAL The Andhra Pradesh State is experiencing severe pains for a long time with the issue of bifurcation of the state. Let us please now convert these severe pains into delivery pains with our innovative ideas and wise decisions, so as to give birth to two healthy and beautiful babies. SUGGESTIONS THAT INFLUENCE DIRECTLY THE DEVELOPMENT OF OUR INDIA (INDIRECTLY INFLUENCE THE DEVELOPMENT OF THE STATES) 1. ENCOURAGING TRANSPORTATION THROUGH WATER WAYS: Our India has two long coastal lines: one in east along the Bay of Bengal and another in west along the Arabian Sea. Besides that, India has big perennial rivers. Let us please make use of these gifts given by the nature in a big way and encourage the transportation through these water ways. ADVANTAGES We can undertake these projects through Public Private Partnership (PPP) with a suitable model of PPP and thereby, the Government will get revenue without many investments. Our people also get benefitted due to comparatively less fare. Various Metro Rail projects which are taken up in India under PPP, can be considered as the best suitable example. Due to encouragement of transport through water ways, the traffic load over Roads will be reduced considerably.Thus, the life of the roads will be increased and the maintenance of the roads will be decreased. Transport through water ways is eco – friendly and does not harm much to our environment, when compared with that of road transport. All the types of boats i.e. from small boats to big vessels can be used on sea waters and also, in river waters depending upon the water depth available. Cargo can also be moved through these water ways with considerably cheaper fare. The journey on the water is very much pleasant. Hence, there is a possibility of further development of our tourism industry. LIMITATIONS We have to use our sea waters within our territorial extent of the specified nautical miles (probably 14 nautical miles) as fixed by the international laws. The fishing and thereby, the livelihood of the fishermen community will be affected badly and necessary precautionary steps for avoiding the same needs to be taken up. 2. EXPORT AND IMPORT POLICY: Let us please examine our EXIM Policy for the following points of view also. EXPORTS: Let us please export only the items which can be regenerated like Information Technology, Pharmaceuticals, Agricultural products like food grains, commercial crops, fruits etc, Machinery, various Technologies, sea foods etc. The export of items like coal, Iron Ore, Bauxite, other Ores and Minerals (which cannot be Re-generated) etc are to be restricted as for as possible. Then only, we can make available these Reserves to our future generations. IMPORTS: Let us please import only those items which are essentially required for our day to day activities and the development of our Nation. The import of non-productive items like gold, jewellary etc needs to be discouraged, so as to save our foreign currency reserves and to reduce our Current Account deficiency. 3. USAGE OF ADHAAR CARD NUMBER IN DIFFERENT WAYS (ONLY AFTER COMPLETION OF ISSUING ADHAAR CARDS TO EVERY INDIAN): NOTE: The complete Back-Up of the ADHAAR Details of all the Indians have to be saved and kept confidential. Being Unique and Bio-Metric, the ADHAAR Card can be considered for the Indians as personal Identification and can be made compulsory for many ways. Let us please make compulsory the linkage of ADHAAR Number to many Services and Activities pertaining to every Indian. The following are the some of the occasions among them. i. Cards issued by the Governments for implementing various Welfare Schemes. ii. Issuing Gas Connection, Water Connection, Power Connection etc. iii. Issuing Caste Certificate, Income Certificate, Birth Certificate, Marriage Certificate, Native Certificate etc. iv. In all school records like Secondary School Certificates (Date of Birth Certificates), Degree Certificates, Study Certificates, Conduct Certificates, Transfer Certificates, Migration Certificates, during Hostel Admissions etc. v. Various Registrations like Vehicle Registrations, Driving Licenses, Registration of Houses, Flats, Vacant Lands, Agricultural Lands, Wills, Shops & Establishments, Registration of Contracting Firms etc. vi. Passport Services, PAN Card, TAN, De-Mat Accounts etc. vii. All Life Insurance Policies, General Insurance Policies, Medical Insurance Policies etc. viii. All Bank Deposits, Bank Loans, Bank Lockers etc. ix. During all big purchases like Gold ornaments, Jewelry, Diamonds, Cars , commercial vehicles, Furniture etc. x. Employees Salary Accounts, Pensioner’s Pension Accounts, Provident Fund Accounts, Employees HRMS Data, Employees Health Cards etc. xi. While giving Residential Houses and Shops on Rental basis/Lease basis, giving Rooms in Hotels/Lodges, during admission into a hospital etc. xii. While accepting options for donations of assets/cash to temples/charities etc. xiii. While accepting blood donations, eye donation, organ donation, dead body donation to any teaching hospital for experiments etc. xiv. When arresting the criminals, rowdy sheeters by the Police Personnel. As a whole, without mentioning the ADHAAR Number, let us made to lead life difficult in India. By arranging so, the following are the advantages, being ADHAAR Number a unique and having biometric details. NOTE: Recently, the Axis Bank announced and invited the Indian Public to open Accounts in their branches just by submitting a copy of their ADHAAR Card and the Adhaar Details itself will be considered as their KYC (Know Your Customer) details. This is a good sign of usage of ADHAAR Card in different ways in India in future. ADVANTAGES 1. WELFARE SCHEMES: ADHAAR Card Number has to be made compulsory for all the beneficiary of different Government welfare schemes. By arranging this, all the fake beneficiary will be identified and therefore, there will be a saving of huge amount of Government money and with this savings, we can able to launch further new welfare schemes for our poor and deserved people. Also, every genuine and eligible Indian will definitely get the benefit of all the Government Welfare schemes. 2. HELPING THE POLICE PERSONNEL: The ADHAAR Number is very useful to the Police Personnel While discharging their duties. Some among them are as follows. i. The criminals who involved in a theft, robbery, rape, kidnap, murder, making loss to Government property etc even for first time also, can be caught easily and immediately by simply getting his finger print at the place of incident. They can able to know his full details through his ADHAAR Data. As the police can able to know his details, immediately they can catch him without giving scope to escape. In most of the cases (say more than 90%) which are not pre planned ones; the police can get the finger prints of the criminals at the location itself. However, in very few cases, where highly professional criminals involved, it is difficult to get the finger prints at the place of crime itself. ii. If a murder, suicide or a fatal accident is occurred, the identification of the persons can be made very easy by taking the finger prints. Then the case can be finalized immediately. iii. The identification of un-identified dead bodies can also be made very easy. iv. If we made the linking of ADHAAR Number to the process of lending houses/hotel rooms etc i.e. getting rented house/rooms in India and we made the same difficult without having ADHAAR Number. We can definitely control the Terrorist activities in India. Because, without having a shelter, a terrorist cannot perform his activities anyway. 3. RAISING THE GOVERNMENT REVENUE AND CONTROLLING THE BLACK MONEY : The linking of ADHAAR Number to various financial activities in India helps in raising the Government Revenue in the way of Taxes and also, in controlling the black money in different ways. Some among them are as follows. i. Let us made a person’s PAN number and ADHAAR Number are made inter-linked. As already said above, also all his sources of Income like Salaries, interest from Bank Deposits, income from trading of shares, sale of assets, income from business deals etc are automatically linked with his ADHAAR Number. Then, the correct assessment of his Income Tax will be very easy and hence, he can be levied correct Income Tax. Thus, the revenue of the Government will be raised considerably by the way of Income Tax collections. NOTE: However, let us examine to lift the TDS (Tax Deduction at Source) on Bank Deposits, thereby, encouraging the Bank Deposits as much as possible. Because, these Bank Deposits are being utilizing for the Developmental activities of our Nation. The Increase in Bank Deposits also controls the inflation. ii. When a person’s ADHAAR Number is made linked to all his big purchases like purchasing a house,plot,flat,furniture,ornaments, diamonds, shares, agriculture land, factory, shop etc, he can be easily bring under the net of Income Tax. In that way, more people come under Income Tax perview, thereby increasing the Government Revenue and the black money will be reduced automatically. NOTE: If the revenue of the Government increases considerably as said above, then, let us please examine to curtail the present Income Tax Rates to some extent and give the relief to the tax payers. 4. CONTROLLING THE CORRUPTION IN GOVERNMENT OFFICES: As said above, all the sources of Income and expenditure of a Government employee are linked together through his ADHAAR Number. Then, he can easily be questioned for his purchases, if the same are not in accordance with his income. If it is not justified properly, punishment can be imposed on him as per the Anti-Corruption Acts. This type of activities will definitely change the attitude of the Government employees of having inclination towards corruption. In this way, we can control the corruption in the Government offices. 5. OTHERS: If all the important activities of a person is get linked with his ADHAAR Number, as already said above and later he dies unexpectedly. Then, all his assets can be easily distributed as per his registered “WILL” (even though, the copy of which is not available) among his well wishers and also, to the temples, charities etc as the case may be. Also, his eyes, other organs and dead body (for the experiments in teaching hospitals) etc will be taken over by the concerned organizations (with which the person had already given the undertaking duly linking his ADHAAR Number) without seeking for any one’s permission. 4 .CONTROLLING THE TERRORIST ACTIVITIES IN INDIA (BY ARRNGING SENSORS IN ALL MOBILE PHONES): Being a large country and having a huge population of more than 120 crores, our India is being facing difficulties in controlling the International and Extra territorial terrorism. First of all, all we know that the police and the bomb detecting squad are always busy in searching for bombs at every corner of the suspicious places with the bomb detection equipment on their hands. And the bomb detection equipment consists of the sensors, which detect the materials like RDX, which are being used for the bomb making. Secondly, we all also know that now a days, the usage of Mobile Phones is very common in our India and the Mobile Phone is being seen in the hands of more than 60% of Indians. In view of the above, let us examine whether the mobile phones can be made with of these bomb detecting sensors or not. If we get succeed in doing so, every person having a mobile phone on his hand is by default and automatically becomes a bomb detecting force. The sensors arranged in the mobile phones, which can detect the bombs with a radius of even a small distance of 5 to 6 meters are also very useful and we can control the terrorism very effectively. For getting that, the experts from the manufacturers of the Bomb Detecting Equipment, the experts from the manufacturers of Mobile Phones and the Police/Bomb detecting force have to work together with a good co-ordination. All the experts from these three fields have to sit together and discuss all the matter in detail like what types of materials are now being used in the bombs by the terrorists (also, the possibility of usage of new types of material in bomb making in near future),what type of sensors/emitters required to be arranged in the Mobile Phones, how can they be arranged in the small articles like Mobile Phones, the cost effectiveness of making these type of Mobile Phones etc and work together accordingly with a good co-ordination. If the process is started now, let us hope, we can get a good result in a 2 or 3 years. Then, not only in India, but also all over the world will live in peace and harmony. Let us hope all the best in this regard with the grace of the ALMIGHTY. 5. INCREASING THE FOREST COVER, TREES AND VEGETATION IN INDIA: We all know that sirs, the presence of forests, trees, vegetation are very essential for the existence of mankind besides all living beings on the earth. But, instead of making attempts to increase our forest cover, we are going on cutting our forests for various reasons. Of course, let us accept that to take up the development activities in our India, we are forced to cut the forests and we are able to restrict the cutting of forests to some extent only. But, with special focus on this, we can definitely increase our forest cover and vegetation in our India by encouraging the tree plantations. NOTE: As a whole, let us please understand that we cannot avoid the cutting of the forests in view of the further development of our Nation and but, on other hand we can definitely increase our forests and the forest cover by encouraging tree plantations and vegetation on all possible ways by making special focus on this sirs. Due to existence of the forests, trees and vegetation, all we know that one can conserve the atmosphere and ecology. Also, there are many benefits and the following are some among them. We can get able to conserve our seasons and thereby, get good seasonal rains and monsoons. Thus, we can conserve all our water bodies including recharging of ground water. We can reduce the effects of cyclones, severe droughts, severe winter etc. We can reduce the presence of carbon dioxide in our atmosphere by the way of Carbon Sequestration of the trees. Subsequently, we can increase the oxygen reserves in our atmosphere, which is essentially required for our day by day growing population. We can reduce the global warming due to these tree plantations and increasing the forest cover. Tree plantations along the sea coast can reduce the severe effects of the cyclones. Our India can able to get good Carbon Credits from International Organizations, which can help us in performing our country’s developmental activities. Due to good rains, we can able to get ample water for our Agriculture, Horticulture, Fishing Industry, Drinking Purposes, running Industries, Power Generation, Navigation etc. NOTE: Trees are so kind enough that if we save them hardly for 2 or 3 years, they can serve us in various methods for decades together and even, some of them for centuries too. We can easily increase our forest cover and tree plantations and vegetation for the following favourable conditions. Our India has enormous land cover consisting of all types of soil. The land that is not suitable for agriculture and other purposes can be utilized for the tree plantations. The process of Tree Plantation is a very cheaper one. It requires only some care and commitment. Our India has reasonably good monsoons, Man Power, Technical Experts etc every basic requirement. We can grow the trees everywhere, for every type of soil and climatic conditions. Let us take for example: growing the DATES trees even in deserts of the Rajasthan state. Growing the cashew nut trees in sandy soils of sea coasts etc. In most of the soils and for climatic conditions, we can plant the fruit bearing trees or of other type of the useful yield that generates revenue like medicinal/paper pulp giving etc. We can grow even the grass in the lands on which, other types of the trees cannot be withstand. NOTE: As a whole, let us please try to get revenue from tree plantations. But, let us please also encourage the vegetation or tree plantations, even in the areas, where we cannot get any revenue or financial returns for the sake of good climatic conditions. Let us please make our primary motto/goal as to conserve our nature and atmosphere by conserving and increasing the forest cover as for as possible. Let us please examine the following aspects for the encouragement of the tree plantations and vegetation and forest growth. Various Tree Plantations along all types of roads from Village Roads to National Highways and Express Ways. Various Tree Plantations along Irrigation Channels without affecting the canal system. Avenue plantation i.e. Tree Plantations along the internal roads of the residential areas/colonies. Various Tree Plantations in the waste lands of local bodies like Gram Panchayats, Municipalities and let us please allow the local body to enjoy the revenue from that and can be utilized for performing the development activities in their area. Let us encourage the underground cable system (running below the ground all types of cables like electric cables, cables for communication net work etc) in Urban Areas as for as possible, so as to take up the tree plantations along the internal roads of these urban areas too. By availing the Government Helicopters/Army helicopters, let us please examine the dropping of the well treated suitable seeds from the top and make them spread in the areas of light jungle and moderately thick jungle just before the onset of the regular monsoons i.e just before the starting of the regular monsoons. The selection of the seeds is to be such that they can achieve self potentiality and survive without requiring any further care. If possible, in these areas, such type of trees can be proposed, which gives the yields that can be useful for the betterment of the livelihood of the local tribals. Thus, we can improve our forest cover without investing the large amounts. Various Tree Plantations in the Government waste lands can be taken up under suitable model of Public Private Partnership (PPP). Various Tree Plantations can be taken up by the Corporate Sector in their own lands with their own cost . Let us please allow them conditional tax reliefs and to make commercial activities like garden resorts etc. Various Tree Plantations can be taken up in the Government waste lands duly allowing the adoption (without any legal rights) by the rich community in India and also, by the Non-Resident Indians (NRIs) with their own cost. Let us please allow them to name that garden/area on his own name or with his well wisher’s name for his satisfaction. The grass varieties can be encouraged in the patches/vacant areas available, especially, in urban areas. With special focus, the suitable tree plantations have to be made and sufficient tree cover has to be made available along our two coastal lines (along Arabian Sea and along Bay of Bengal), especially, along Bay of Bengal on east coast so as to reduce the severe damages caused by the frequent cyclones. Finally, let us please commit ourselves to make OUR INDIA a GREEN INDIA. 6. ACTIVITIES/STEPS REQUIRED FOR WELFARE OF OUR FARMER COMMUNITY: We all know that sirs, farmer community is the backbone of our India and more than 50% of our population depends mainly on Agriculture and its allied activities. That means, making our farmer community more happier is, nothing but, making more than 50% of our India more happier. Also we all know that sirs, we have reasonably good seasonal rains, sufficient Agricultural/fertile land, ground water reserves, reasonably good climatic conditions man power etc when compared with the countries like Israel. But, Israel made its farmer community very happy (even though facing continuous wars with the surrounding Arab countries), when compared with our Indian farmer community. This might be due to implementation advanced Agriculture Technology and Israel’s commitment towards the welfare of its farmer community. Hence, let us too, upgrade our Agriculture Technology and act with further more commitment towards the welfare of our Indian farmer community with a gratitude that this community being feeding all of us including His Excellency, the President of India. Let us please put more efforts for the welfare of our Indian farmer community even though, it has no sufficient voice being an un-organized sector and having no unity and hence, cannot express properly its own requirements, desires, problems etc. Let us please accept that we cannot save completely our farmer community from the damages that are being caused due to natural calamities (which are not in our control) like droughts, floods, cyclones, insufficient rains, un-timely rains etc. we cannot avoid these damages, but we can just reduce the effect of severe damages by taking pre-cautionary measures. But, we can definitely reduce other damages that are being made to our farmer community. For this, let us please to extend our supporting hand and act favourably. Let us please examine to take up the following steps/ activities which are felt required for the welfare of our Indian farmer community. MAKING AVAILABILY OF ALL ESSENTIALS: Let us made available the quality seeds, quality fertilizers, quality pesticides etc essentials at the right time and in a sufficient quantity to the formers, as we all know the starting times of the crop seasons especially, the main crop seasons Khariff and Rabi. SUPPORTING PRICE: In our India, almost all every one decides and fixes the price for his product except the farmer. He has to sell his product either as per the supporting price fixed by the Government or as decided by the market forces. Let us please sirs, give a reasonable supporting price for their produce duly continuing the present subsidies to the farmers. At the same time, let us please arrange to make available the products at the reasonable prices to the end – users i.e. the consumers duly reducing the middlemen to the extent possible. BENEFITS OF RESEARCH: Now, the benefits of the researches are being made in the various R & D Organizations are not completely reaching the farmers i.e. the developed new variety of seeds, fertilizers, pesticides,new Agricultural Processes etc are not completely reaching the farmers. This might be due to lack of co-ordination among various Research Institutions/Organizations, manufacturers, marketing agencies and the farmers. Let us please address this problem by strengthening the existing co-ordination mechanism. STORAGE ARRANGEMENTS: Let us please made available sufficient storage arrangements to our farmers, such that they can store their produces/yield and sell the same in the market at the best prices they feel. For getting this, let us arrange to construct sufficient go downs/warehouses by the Government Sector, by the Private Sector or by the suitable model of Public Private Partnership (PPP). The Corporate Organizations, the rich community in India and the NRIs may be encouraged to construct the go downs/warehouses in their native areas or elsewhere in the Government lands at their own cost and allow them to name these constructions with their names or with the names of their beloved persons. Allowing suitable Tax Rebates to such corporate is also a worth examining Sirs. 7. CONSERVATION OF WATER BODIES (CONSIDERABLY BIG IN SIZE) FROM LAND GRABBING IN URBAN AREAS IN INDIA (BY THE WAY OF CREATING RECREATION ARRANGEMENTS FOR PUBLIC and LAYING ROADS ALONG THE PERIPHERY OF THE WATER BODY): We all know that now days, conservation/saving of existing water bodies like tanks, lakes, ponds etc in our urban areas from land grabbing by the land mophias is become a very difficult task. But, the conservation/saving of existing water bodies are very essential at the ecology point of view. Let us please examine the creation of recreation arrangements for the public like gardens, parks, water sports, boating platforms etc and also laying of the roads along the periphery of the big water body(like a lake,pond,tank etc) in the Government land as for as possible or otherwise duly encroaching the water body the barest minimum. Nothing wrong in encroaching the water body to a very small extent for safe guarding the water body to a huge extent. Anybody may ask that Government have to control the land grabbers by constant vigilance. But, for many times, it is proved to be a very difficult task for various reasons. Hence, the above suggestion is a simplest way and worth examining and practically viable for safe guarding the existing water bodies in our Urban Areas from land grabbing. It is not at all a new concept. The Hussain Sagar Lake in Hyderabad city is now being conserved due to the construction of Lumbini Park, NTR Marg, NTR Garden on the one side (along its periphery) and due to laying of Necklace Road (along its periphery) on the another side. 8. DISPLAYING COMPLETE DETAILS OF THE TRAIN ROUTE: All we know that now the destination names (both starting place and end place) of all the trains are being denoted by the names of the railway stations instead of the names of the cities/places in all occasions like in the railway time tables (that are mentioned in the web site and in the railway time table booklets), in the name plates (that are being attached to the railway bogies), boards containing details of the trains (that are being displayed in the railway stations) etc. Taking for example: Dadar instead of Bombay, Nizamuddin instead of New Delhi, Kachi Guda instead of Hyderabad, Howrah instead of Calcutta, Yeshwanthpur instead of Bangalore etc. But, many of our Indians don’t know that Nizamuddin and New Delhi are one and the same and Dadar and Bombay are one and the same and Kachi Guda and Hyderabad are one and the same so on. And thus, the passangers are getting confused very much regarding their train journey and searching of the required trains becoming very difficult for them. In view of the above Sirs, let us please examine the following modifications. Let us please made denote the names of the destination points (starting place and end place) of all the trains by the names of the cities/towns only and not by the railway station names. However, the names of the railway stations can be mentioned in the brackets. That means, importance has to be given for the Name of the City and not for its railway station name. For example, if a train goes up to Nizamuddin station in New Delhi, it can be denoted as New Delhi (Nizamuddin). Likewise if a train goes up to Dadar railway station in Bombay, it can be denoted as Bombay (Dadar) and so on. This effect has to be reflected in all railway occasions like in the railway time tables (that are mentioned in the web site and in the railway time table booklets), in the name plates (that are being attached to the railway bogies), boards containing details of the trains (that are being displayed in the railway stations) etc.such that searching of the required trains will be very easy for the passengers. Now, in all railway occasions like in the railway time tables (that are mentioned in the web site and in the railway time table booklets), in the name plates (that are being attached to the railway bogies), boards containing details of the trains (that are being displayed in the railway stations) etc. only destination points (starting place and end place) are being denoted and on very few, a junction point too. But, the names of all enrouting prominent towns and railway junctions are not being mentioned there on. This makes the passengers confused in selecting the correct train, which goes through their town. Hence, let us please examine to make denote the names of many prominent/important towns and railway junctions also, as many as possible, through which, the train passes ( including its destination points) in all railway occasions like in the railway time tables (that are mentioned in the web site and in the railway time table booklets), in the name plates (that are being attached to the railway bogies), boards containing details of the trains (that are being displayed in the railway stations) etc such that, the searching of the required train which passes through their town will be very easy for passengers. 9. OTHER MISCELLANEOUS: FACILITY FOR GENERAL PUBLIC TO SHARE THEIR VIEWS AND AMBITIONS: All we know that the common man knows better the good & bad and requirements of the society naturally. Hence, let us please examine to create a permanent facility like a Government E-Mail ID (as now created for the purpose of the Bifurcation Andhra Pradesh) or a Web Site for the General Public to share their views, ambitions, suggestions, innovative ideas etc and also to express their requirements. If this facility is already created and is in existence, let us please enlighten the same by a wide publicity. The information thus received from the General Public can be made good use of by our National Advisory Committee (NAC), while taking the decisions for the development of our India. MAKE USE OF THE INFORMATION TECHNOLOGY: Let us please make use of the Information Technology and Net working in a better way and share our views with the whole world .Let us adopt the better options and practices that are best suited for the development of our Nation. APPEAL If any one of my views is felt worth good, please examine the same for a small extent as a trial basis and if it were proved viable and practicable, then only, let us please go on large extents Sirs. I made this attempt to generate an idea on the above issues Sirs. In this way, I come before you with single hand information and also, this is a single hand presentation.
