Dear Members, The Advancing Philippine Competitiveness (COMPETE) Project, one of the programs under the Philippines and United States governments’ Partnership for Growth, is currently undertaking a firm-level study on the impact of the Board of Investments’ (BOI’s) incentives system to the competitiveness of Philippine-based investors. The assessment focuses on the impact of the incentives to the following factors: •firm’s decision to invest in the country, especially in less-developed areas; •firm’s profitability; •firm’s decision to stay in the country even after the expiration of BOI-availed incentives, and; •firm’s microeconomic spill-over effects (i.e. employment generation, improvement of employee’s knowledge and skills, labor mobility in company’s allied industries). In line with these research objectives, COMPETE is conducting a perception survey on the experiences of BOI-registered investors in availing the agency’s incentives. The survey results will be used as inputs to the company case studies of the study. Dr. Mario B. Lamberte, COMPETE’s Component Team Leader for Access to Credit and former president of the Philippine Institute for Development Studies, is the lead researcher for the Policy Instruments study. In this regard, COMPETE Project is requesting members to participate in this perception survey.
