Delta 2015 Budget Targets Projects Completion –Okpara BY ANDREW IKEHI Determined that no on-going project in the state was left uncompleted, the Delta State government yesterday said the 2015 budget in the state would be targeted towards the completion of such projects. The State Commissioner for Finance and Economic Planning, Chief Kenneth Okpara who stated this while declaring open the 2015 budget defence in Asaba, however, disclosed that given the paucity of funds, the 2015 budget may not, significantly, exceed the previous year (2014). Although he did not disclose the expected 2015 budget figures as according to him, the different Ministries, Departments and Agencies (MDAs) are still working on their budgets; The POINTER, however, recalls that in March this year, the State Governor, Dr. Emmanuel Uduaghan signed into law, a N451bn Appropriation Bill. Beside the completion of the various on-going projects in the state, he assured that there may be pockets of new projects given the availability of funds to drive them to completion, just as he emphasised that the budget, being the last budget in the present administration is critical as it is aimed at driving and sustaining the ‘Delta Beyond Oil’ vision of Dr. Emmanuel Uduaghan’s administration in the state. Essentially, the state Finance and Economic Planning Commissioner stressed that the 2015 budget in the state would be tailored towards the completion of on-going road construction, particularly roads linking the industrial parks in the state. He said that the budget will also ensure the completion of the two over-head bridges located in Warri and Asaba axis. Also, he said, the state government will consolidate on its achievements in the state Health and education sectors as according to him, good percentage of the 2015 budget will be deployed to such sectors. Okpara also disclosed that given the state government’s desire in ensuring good and affordable housing for its teeming population, the 2015 budget will seek to address the housing challenge in the state. “I will tell you that we are not going to exceed the 2014 budget figures in the state because, at present, there are financial constraints all over the federation”, Okpara explained.
