Downtown Cairos lack of development is not a result of the lack of stakeholders, but rather the lack of a legal apparatus that protects stakeholder rights through an independent judicial process, civil advocacy groups to support disadvantaged stakeholders, the lack of sustainable policies to develop urban spaces, and legislative values that guide these policies (like the reservation of low-cost spaces for artist collectives as in many European cities or the protection of historical locations from demolition). In this way, the tragedy of Downtown mirrors that of Egypt more generally.
