EPA PER submission done and submitted, hope everyone else is going well on theirs :) I must say when you spend a bit of time analysing the proposal you cant help but think DPC have put a lot of effort into this to try and head off all environmental concerns, in my opinion its a good proposal if not analysed to deeply. I believe they made some major mistakes in the risk analysis that is repeated multiple times throughout the proposal. For those that arent too familiar with risk analysis you assign scores to the probability of an event occurring (likelihood) and the impact of that event (consequence), those scores are multiplied to arrive a risk rating. For a start they know that they will kill 300 sharks per year so the likelihood should be very high - yet they assess it as low, the consequence is assessed as minor and that is how they arrive at negligible risk result. Additionally they only assess impact to the species at a species level (overall impact) and not the impact on the localised ecosystem. If the risk assessment had the criteria applied properly and included assessing the localised ecology of the MMA the overall risk of removing 900 Tiger Sharks over 3 years would be a very different outcome and would not be allowed to proceed!
