Delivering the 4th Lecture on the occasion of the foundation day of the Union Public Service Commission in New Delhi today , President Mukherjee said, civil services play the vital role of enforcing democratic values and assisting the government to serve the nation. He said the primary commitment of civil servants who serve for more than three decades is to the people. Mr. Mukherjee said, the job of civil servants is to give correct advice to the political leadership. He underlined the importance of impartial and non political bureaucracy for making realistic assessments for informed decision making. Transparency, accountability are basic pillars of good governance. Mr. Mukherjee said, transparency enhances predictability and enables the common man to take part in decision making. He asked all stake holders to have a holistic view to ensure good governance and timely delivery of services to the people. Pointing out that governance has taken a paradigm shift towards rights based empowerment of the people, President Mukherjee said, the Right to Information Act, Rural Employment Guarantee Act, Right to Education and the recent Food Security Act are major milestones in this direction. Hindi Conference Two -Day Hindi Conference on Hindi Ke Samaksh: Chunoutiyan Avam Samadhan with special reference to Jammu and Kashmir” concluded at K. L. Saigal Hall, Jammu yesterday. In the 1st session two papers , Hindi Ya Matri Bhasha, Lekhan Ke Sandharav mein by Sh. Chhatar Pal and Nari Vimarsh Aur Jammu-Kashmir Ka Hindi Lekhan by Dr. Aruna Sharma were presented which was followed by question/ answer session. Second session also started with paper reading, Kashmiri Bhasha se Hindi Mein Anuvad Chunoutiyan Avam Samadhan by Sh. M. K. Santoshi and Dogri Bhasha se Hindi mein Anuvad Chunoutiyan Avam Samadhan by Dr. Satpal Shreevats.. A Kavi Sammelan was also organized in the third and final session. Sh. Flag day Preparations for Armed forces flag day fund were discussed in a meeting held in the office chamber of Principal Secretary Home, Suresh Kumar Sharma here yesterday. Secretary Education Hirdesh Kumar, Additional Commissioner Rehana Batul, Joint Director Information Jammu Smita Sethi and other senior officers were present in the meeting. On the occasion, the participants were asked to motivate all to contribute generously for the noble cause to ensure better welfare schemes for the ex-servicemen, their widows and children. Targets for collection were reviewed and re-set for the next financial year. It was also informed that the Armed Forces Flag Day will be celebrated on December 6, 2013 throughout the country wherein, the school children will be participating in fund collection from general public. Director Sanik Welfare Department sought support from all departments for raising flag day fund. Wani-Udhampur Underlining the importance of road communication network in socio-economic transformation of peoples’ profile by promoting business transactions between rural and urban zones, the Minister for Roads & Buildings Abdul Majid Wani has stressed the need of completing on-going road projects in time-bound manner in the State. This Minister said this while addressing a joint review meeting of officers of JKPCC, PMGSY and R&B department which was convened to review the financial and physical status of various on-going road projects being executed in Udhampur District here yesterday. Legislators, Mr. Harsh Dev Singh, Mr. Krishan Chander Bhagat and Mr. Balwant Singh Mankotia were present in the meeting. The Minister issued directions to the concerned for time bound completion of the projects for the convenience of the people. The Minister highlighted the significance of Pradan Mantri Gram SadakYojana (PMGSY) in road communication, saying that the scheme is of higher importance as it is a specific programme launched to enhance the road connectivity in the hilly and far-off areas of the State. The meeting was informed as many as 236 schemes are under-execution with sanction cost of Rs. 813.30 crore under PMGSY to connect 281 habitations in the district. Of which 55 schemes connecting 164 habitations stand completed by utilizing Rs. 232.90 crore so far and 32 schemes are expected to be completed by June-2014, the meeting was informed. It was further given out in the meeting that work on 153 road projects is going-on involving Rs. 23.69 crore on which Rs. 8.37 crore have been spend so far. Governor-Reasi Governor N. N. Vohra, visited the recently established Civil Service Institute and Officers Club at Reasi yesterday. The Governor went around the various sections of the Institute and was briefed by the Deputy Commissioner about the facilities available and the aims and objects of establishing this Institute. Interacting with the officers, the Governor hoped that this Institute shall provide officers of the District Administration a pleasant venue for informal interactions and recreational activities. He observed that deliberations during informal get togethers can contribute towards building spirit of camaraderie among the officers of various departments and agencies. He observed that the venue could also be profitably utilized for arranging lectures and discussions on varied contemporary issues. The Governor announced a support of rupees one lakh to the Institute for purchase of books and sports equipments. He also gifted a set of Urdu books to the Library of the Civil Service Institute. The Governor complimented Deputy Commissioner, Reasi, Dr. Shahid Iqbal Choudhary and other concerned officers for taking the laudable initiative of establishing this Institute. Governor-Employment Fair Governor N. N. Vohra has underscored the need for taking all required measures for enlarging awareness among youth about the various State and Central Government self-employment schemes so that they could gain maximum benefit from all such programmes. He observed that Sarpanchs, Panchs and people at large need to be involved in a big way to secure the desired objectives in regard to spreading awareness about these schemes in all parts of the State. The Governor, as Chief Guest, was speaking after inaugurating the 2-day Employment Fair at Reasi yesterday which was organized by the District Administration. The Governor said that there is vast potential for growth and employment avenues in sectors like agriculture, horticulture, fisheries, poultry farming, beekeeping, sheep and animal husbandry, mushroom cultivation etc. In this context, he said that several schemes have been launched by the Government and the Employment Fairs provide useful platforms for the people to get to know about these schemes and avail the benefits. Referring to the various development-oriented demands presented on this occasion, the Governor, who is Chancellor of the Shri Mata Vaishno Devi University, observed that the infrastructure is being continuously expanded and upgraded at this varsity to meet the emerging requirements of this institution. The Governor observed that with Katra shortly getting rail connectivity there would be urgent need to further upgrade road network and public utilities to meet the emerging requirements. He said that he and the Chief Minister had had several meetings in the past to discuss development needs of Katra and its surrounding areas, and in this context they are scheduled to have another meeting shortly. The Governor handed over cheques and keys of vehicles to the beneficiaries of the JKSES and PMEGP on this occasion. Interacting with them, the Governor impressed upon them to take best possible advantage of the schemes. He also felicitated successful entrepreneurs on this occasion. Bhalla Minister for Housing, Horticulture and Culture, Raman Bhalla yesterday distributed cheques worth Rs. 19 lakh to 19 urban poor families of Jammu city under Basic Services to the Urban Poor Scheme . The Financial assistance was given to these families for construction as first instalment for re-construction of their depleted houses. Addressing on the occasion, the Minister said that the Government is paying focused attention to uplift underprivileged and deprived sections of the society and special schemes with liberal financial support of Centre have been launched to rehabilitate and improve living standards of this stratum of society. The Minister said that under BSUP scheme Rs. 2.75 lakh in three instalments would be provided to deserved families for reconstruction of their existing depleted houses. He said in Jammu, one project at Sunjwan worth Rs 21 crore is underway, for shifting Urban Poor of Rajiv Nagar residents. Sagar The Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar has said that government has ensured full empowerment of Panches and Surpanches and they should come forward and exhibit their participatory role in developing their respective areas by working in co-ordination with officers of different departments as well as implementation of various flagship programmes and schemes. The Minister was addressing One day Maha Gram Sabha cum awareness camp organised by the Department of Rural Development at Kathua yesterday. The Minister of State for Co-operatives, Dr. ManoharLal Sharma, Member Parliament, ChoudharyLal Singh, Legislators, Charanjeet Singh, Durga Dass, Jagdish Sapolia, Subash Gupta, Sham Lal Bhagat, Panches, Sarpanches of the district and officers were present on the occasion. Referring to the empowerment of the Panchayati Raj Institutions , Sagar said that the orders of empowering these basic institutions of governance are clear. He said that a senior officer of the Rank of Additional District Development Commissioner has been nominated as the nodal officer for ensuring that the order of empowerment is strictly implemented. Earlier, the Minister inaugurated a Panchayat Ghar at Nagrota in Block Barnoti, Kathua District constructed at an estimated cost of Rs.1.20 crore. Economy The Chairman of the Prime Ministers Economic Advisory Council, Dr C Rangarajan today exuded confidence that the Indian economy will grow at 5.3 per cent in 2013-14. Speaking at a function in New Delhi, Dr. Rangarajan said, despite the economy passing through phase of low growth, the growth in the current fiscal will be better than last years five per cent. He said, pick up in the economy will be seen in the second half of the year. Dr Rangarajan said, Current Account Deficit, CAD, is likely to come down below 3 per cent of GDP in the current fiscal on the back of measures taken by government. The measures include hike in gold import duty to 10 per cent and restrictions on import of gold bars. Rajouri-Women College The matter for establishment of a Women College at Rajouri would be taken up with Chief Minister. This was stated by Minister for Higher Education, Mohammed Akbar Lone as chief guest while speaking at the 32nd Annual Day of Government Post Graduate College Rajouri which was celebrated with great fervour and gaiety yesterday. Minister of State for Health Shabir Ahmed Khan was Guest of Honour on the occasion. Lone said said that a Girls hostel would be constructed for the Post Graduate College and said that Rs 20 lakh would be provided for development of Botanical Garden, P.G. Department of Arabic, Construction of Internal roads, BBA Department. In his address Minister of State for Health Shabir Ahmed Khan assured extending all possible help from the government for the development of the college. On the occasion the Minister inaugurated the UGC Network Resource Centre and Automation of Central Library in the college. This was stated by MLC, Dr Shehnaz Ganai while reviewing the decentralisation of powers to Panchayati Raj Institutions during a meeting at Banihal Block which was attended by Sectoral officers of fourteen Departments and Panches & Sarpanches. She said that the coalition Government is committed to socio-economic empowerment of the people, especially, those living in hilly, remote and far-flung areas. On the occasion, Sarpanchs, Panches apprised the MLC about their grievances and demands which included provision for uninterrupted power supply, potable drinking water, road connectivity, better medicare, etc. Pitching for participation of women in development initiatives, Dr. Ganai asked Sarpanches and Panches to understand that Education is milestone for women empowerment because it enables them to respond to the challenges, to confront their traditional role and change their life. She stressed that best way to empower women is to change the mindset in homes so as to ensure that there is no discrimination with them on various issues. Pak Army Chief Gen. Raheel Sharif today took over the command of the 600,000-strong Pakistan Army from Gen Ashfaq Parvez Kayani. Gen Kayani, the longest serving army chief under a civilian government, passed the baton of command to 57-year- old Gen Sharif at an impressive ceremony held at the General Headquarters (GHQ) in Rawalpindi. Gen Sharif was chosen by Prime Minister Nawaz Sharif as the 15th chief of the Pakistan Army on Wednesday. The army chief is considered to be the most powerful person in Pakistan, with the military having ruled the country for more than half its 66-year history. Gen Sharif had superseded senior most military officer Lt Gen Haroon Aslam to the post. Aslam took early retirement and tendered his resignation yesterday. Gen Sharif assumes charge amid tensions on the border with India and Pakistans fight with Taliban insurgents and increased violence in the country. Though Prime Minister Sharif has pressed for peace with India, it will all depend on what Gen Sharif really wants. Sheikh Fayaz Ahmad, Joint Transport Commissioner, J&K, has been transferred and posted as Director, Estates. Soujanya Kumar Sharma, Director, Tourism, Jammu, has been transferred and posted as Director, Information, J&K relieving Mr. Zaffar Ahmad Bhat of the additional charge of the post. However, Soujanya shall continue to hold the charge of Director, Tourism, Jammu till further orders. Cabinet – KPs: Source: Correspondent State Cabinet which met here, today, under the Chairmanship of Chief Minister, Omar Abdullah, approved the proposed amendments to the Prime Minister’s Package for the return and rehabilitation of Kashmiri Migrants to Kashmir Valley. The proposed amendments will allow all Migrant families who would return to the Valley to avail incentive for construction/reconstruction of houses available under the package irrespective of the fact as to whether they have sold their properties before or after 1997. It also authorises all Deputy Commissioners of Kashmir Valley to identify government land for setting up of clusters for such families who would return to family for construction of houses. The State Government will approach the Union Government of India for incorporating the land acquisition component in the package and release of funds thereof. Governor – Reasi: Source: Information Governor, N. N. Vohra during his visit to Reasi yesterday reviewed the pace of ongoing work for the restoration of Bhimgarh Fort, Reasi and asked Director Tourism, Soujanya Sharma to get the work done by end of March 2014. He also directed for preparing a detailed plan to show the various components of the project which have already been completed and those which remain to be accomplished. The Governor also asked the Director Tourism to bring out an aesthetically designed brochure in English and Hindi on the Bhimgarh Fort to enable the tourists and visitors to get to know the history and importance of this Fort. Director Tourism, Jammu, Soujanya Sharma briefed the Governor about the work done under the first phase for the restoration project of Bhimgarh Fort and works which have been taken up under the second phase. He stated that the estimated cost for the restoration of Bhimgarh Fort is Rs. 5.67 crore and under the first phase, an amount of Rs. 2.47 crore has been spent. The Governor also inspected the ongoing work for the restoration of Mahadev Temple at Reasi. The Governor was informed that the entire project is estimated to cost Rs. 1.50 crore, out of which Rs. 70 lakh have been spent so far. PMSSS- Students: Source: UNI Students from State studying in different institutions across the Country have sought the intervention of Prime Minister, Dr. Manmohan Singh to release funds under Prime Ministers Special Scholarship Scheme (PMSSS) for continuing their studies. The students alleged that the Union Human Resources Development (HRD) Ministry has not released any funds under the PMSSS to them with the result they are being stopped from attending classes by their institutions. The students alleged that the matter was taken up with the authorities concerned at the Centre and State level without getting any help. They said that the exams are drawing near and scheduled and unscheduled power cuts are badly affecting their studies. They asked the concerned authorities to ensure uninterrupted power supply during the winter. Addressing the concluding ceremony, Assistant Director Employment, Sulakshna Thakur congratulated all the Departments for their enthusiastic participation in making the fair successful.
