Excerpts from my Eagle Eyes column in todays issue of Manila Standard: In the aftermath of Yolanda, we have seen again how our legitimate citizen organizations are really the best in the world. They have conducted relief operations, organized rescue missions, and are now in the thick of the planning for reconstruction and rehabilitation programs. They are working with government agencies but have always gone ahead to areas that the latter have yet been unable to reach. So that citizen organizations can learn from each other, the Caucus of Development NGO Networks (CODE-NGO) convenes an annual gathering called the Social Development Celebration. This year, It will be held on November 28 to 29, 2013 at the Institute of Social Order, Ateneo de Manila University. Themed “Making Participatory Governance Work and Sustaining it Beyond 2016”, SDC 2013 “aims to provide an avenue for development actors to discuss and share innovative ideas towards economic, socio­cultural and political empowerment of the marginalized communities, as well as to promote the important roles and contributions of CSOs to social development to a larger public. Clearly, whether it is in budgeting processes, or disaster risk reduction and response activities, or anti-corruption programs, citizen organizations play indispensable development, accountability, and political roles in our country.
