FAO Employment Opportunities Senior Fishery Officer (Global Fisheries and Operations Specialist) Food and Agriculture Organization (FAO) of the United Nations Rome, Italy The project, “Sustainable Management of Tuna Fisheries and Biodiversity Conservation in the Areas Beyond National Jurisdiction” (ABNJ Tuna Project), is one of four projects of the ABNJ Program “ABNJ Global Sustainable Fisheries Management and Biodiversity Conservation in the Areas Beyond National Jurisdiction”. The objective of the project is to achieve sustainable and profitable tuna fisheries while conserving biodiversity. It is being implemented and coordinated through a Project Management Unit (PMU), hosted in FAO’s headquarters. Under the general supervision of the ABNJ Global Program Manager/Budget Holder, and the specific guidance of the Global Tuna Project Coordinator (GTPC), and in collaboration with other Project staff and partners, the Senior Fishery Officer (Global Fisheries and Operations Specialist) will be responsible for operationally and technically backstopping the ABNJ Tuna Project. Responsibilities: ? Serve as the Project’s Lead point of contact with all project executing partners, donors and relevant FAO Units on operational issues; ? Develop, liaise and maintain regular contacts and partnerships with appropriate national, sub-regional and regional agencies and groups to ensure effective implementation of Project-supported activities; ? Monitor Project partners’ performance; ? Represent the Project in relevant meetings seeking to facilitate coordination and integration where appropriate beneficial to the achievement of the project’s objectives; ? Lead incorporation of the different stakeholder perspectives and relevant human and environmental interactions in planning and implementation of the Project’s components and sub-components; ? Represent the Project and lead missions and review Project sites in the field; ? Supervise the preparation and processing of papers for discussion and publications on Project topics and contribute to publication of manuals, case studies and guidelines associated with the project; ? Operationally responsible for the preparation of Terms of Reference and supervision of consultants and other short-term staff assigned to the Project; ? Operationally responsible for Letter of Agreements and Executing Agreements with relevant Project partners; ? Support, monitor and ensure implementation of those activities specifically related to the organization of Steering Committees, and collaboration in the preparation of necessary documentation; ? Perform other related duties as required. Qualifications: ? Advanced university Degree in Fisheries, Economics, Social Sciences or a directly fishery related field ? Critically review examination of market demands for seed and feed for milkfish, crabs and sea cucumber; ? Provide technical advice and assistance in the market strategy of the commodity sea cucumber, to complement the planned market study in TCP/URT/3401 on milkfish, marine finfish, and crab (Activity 10 in the Work Plan Table); ? Provide technical advice and assistance in the value chain study of crab and sea cucumber; ? Provide technical advice and assistance in the development technical, financial and market support scheme for milkfish, crab and sea cucumber farmers; ? Provide technical advice and assistance in the feasibility studies and scalability of crab culture and sea cucumber systems; ? Provide technical advice and assistance in the development of an investment guide (FAO/URT/3401) for crab culture and sea cucumber culture; ? Complete mission report and documentation on the project activities relevant to her/his expertise; ? Input in the project proposal Aquaculture Economist will be assisted by two local personnel: Technical and Financial Study of sea cucumber and crab aquaculture. A team of two field research assistants will be contracted for a total of two man-months to assist the expert in carrying out the study to determine technical applicability and feasibility of crab and sea cucumber aquaculture. Under the guidance and close supervision of the experts, the task shall include: ? Examination of market demands for seed and feed for milkfish, crabs and sea cucumber; ? Financial analysis indicating cost- Conducting a field survey through an administered questionnaire to gather information on: ? Technical aquaculture data, background social and economic information, maps: status of crab and sea cucumber aquaculture in Zanzibar; ? Minimum size of aquaculture plots (surface area and number of ponds/cages, size of water area, percentage of land built on); ? Production techniques (species, level of intensification depending on the available feed, marketing strategies and an assessment profit scenarios for extensive (e.g. seed collection) versus intensive (e.g. hatchery) crab and sea cucumber; ? An examination of potential niche markets (local and international); ? An assessment of the future trends for crab and sea cucumber aquaculture in Zanzibar; ? Assisting the expert in compiling and analyzing the survey data and facilitating data entry into the database. Qualifications: ? Diploma in Fisheries, Environmental Science or related field; with at least 3 years practical experience in conducting field surveys. ? Proficiency in spoken and written English Aquaculture Specialist: ? In collaboration with the Senior Fisheries Officer FAO SFS and administrative supervision of the FAO TZ Representative, the expert shall: ? Produce of final report that is the ‘critical review and assessment of all aquaculture trials in Zanzibar and mainland Tanzania’ with advice in relation to the establishment of a hatchery; ? Assess all past and ongoing aquaculture trials in Zanzibar and mainland Tanzania; ? Highlight the promising and successful past aquaculture trials in Zanzibar and Tanzania based on tangible information - biological, technical and financial; ? Summarize history and status and of financially viable aquaculture projects ongoing in Zanzibar and mainland Tanzania; ? Include inputs in the project proposal Qualifications: ? PhD in Aquaculture, aquaculture/agriculture/resource economics, or allied fields; 10+ years experience in aquaculture development and management and in aquaculture research. Public-Private Partnership Consultant: In collaboration with the Senior Fisheries Officer FAO SFS and administrative supervision of the FAO TZ Representative, the PPP Professional shall: ? Assess and evaluate potential for public-private partnerships in the hatchery project; ? Assess and evaluate further options for private sector involvement;- Identify private companies and build a network of private companies (local, national and international) to be involved in the hatchery and who are interested in providing training to farmers and collaborate with Government and Academics as part of the full hatchery project. ? Coordinate and act as a link between MLF/SUZA and identified partners supporting PPP activities. Qualifications: ? Demonstrated good leadership skills, with extensive experience in project finance and capable of both developing a PPP Unit and engaging with public and private sector stakeholders at the highest level; 10 to 15 years of successful and verifiable experience in a senior management position with a reputable aquaculture investment company or sponsor; a post graduate qualification in finance; preferably with a supplementary Business Administration qualification; a driven and proactive manager with aquaculture or agribusiness experience; must be able to solve complex problems. Building Engineer and Aquaculturist: In collaboration with the Senior Fisheries Officer FAO SFS and administrative supervision of the FAO TZ Representative, the Building Engineer shall: ? Examine the construction site; ? Assess suitability of seawater well and existing infrastructures for use of hatchery; ? Assess location of the hatchery in terms of access to vital inputs to the hatchery; ? Participate in providing input for the identification of clear objectives for the hatchery; ? Design a hatchery plan based on the above examinations/ assessments, and specific to the objectives for the hatchery. Qualification: Extensive experience in aquaculture in sub-Saharan Africa is a mandatory requirement, and complemented with documented experience in building commercial hatchery projects that have delivered in the long-term.
