FBI Director Robert Mueller says that the NSA spying program is justified because it could have prevented the 9/11 attacks, had it been in place at the time. That seems like a strange assertion, since the general consensus has been that the 9/11 attacks went through not because of a lack of information, but because intelligence agencies failed to coordinate among themselves the information that they had. How does expanding domestic surveillance change that dynamic?
