FROM THE NEWSROOM: The Mayor of Putnam has been authorized by the Board of Selectmen to execute an agreement to retain attorney and renewable-energy expert Paul Michaud as the towns legal representation to spearhead a solar request for proposals for a project planned at the old solid waste landfill site, according to Town Administrator Doug Cutler. Cutler says that at no cost to the town, and at the recommendation of town officials from Woodstock who also hired the same individual, Michaud will carry out the process of engineering, going out to bid, securing permits for, and constructing solar panels at the site, determined to be a great location for collecting solar energy due to the open space and lack of trees – in return, Michaud would reap financial reimbursement from the solar energy. But it would be a mutually beneficial deal, Cutler says, as the energy collected would help offset the towns energy costs by providing power to municipal facilities such as the schools and the water and wastewater treatment plants. Cutler says its still unknown how many panels and how much power may be generated at the site, explaining that information will come out as town officials work with Michaud to get the request for proposals sent out. Cutler also says this is not the first time the idea of building solar panels on the former landfill site has been explored, but in the past it was deemed impractical because of the expensive permitting process which Michaud will now be taking care of.
