For Big Lake, the uncertainty of the moment captures an exaggerated version of the conundrum facing all of Texas. As state lawmakers plan the next two years of spending on drought abatement, road repair and public education, no one can say how far prices may fall. No one can say how long geopolitical factors may keep them down. And even in an economy that has grown more diverse since the last oil bust, no one can say how well cheap gasoline may offset the losses.
