For most, this report will not matter one whit, as it is presented as a fault of the DOJ, yet it is of great interest to me, having been stationed while on active duty in the Navy in the Northern Marianas on Guam. The islands of Siapan and Tinian constitute the areas in question here and fall under a different government association with the US although as in Guam, the native population is of Chammoro decent. The subject here is racial discrimination as to rights based on race. While stationed there, my family sponsored a Chammoro student from Tinian in our home in order for her to have access to a college education only available on Guam. Through this relationship we met and got to know many of her friends, one of which married a sailor from the US. Upon completing his tour the couple decided to settle on the Island of Siapan, yet were denied the right to inheret or even buy property there even though she was 100% Chammoro as she had married a statesider and there fore racially unfit.
